America failed to stop China’s scientific and technological development

US efforts to control China’s chip technology and block its scientific and technological progress will prove unsuccessful.

According to the report of the foreign news agency, China’s Minister of Commerce Wang Wenthao had a telephone conversation with his American counterpart Raimondo. In his talk, Wang Wenthau detailed US sanctions on third-party exports of lithography machines to China, investigations into the supply chain of processing chips, and sanctions on Chinese companies.

The failure to report the specific consensus reached in the talks shows that the US has not responded positively to China’s serious concerns.

In this regard, experts say that in the near future, the United States will continue to adhere to its wrong practices that violate market rules and its own promises, but will continue to control China’s chip technology and even China’s scientific research. And American efforts to stop technological progress will prove unsuccessful.

At last year’s summit in San Francisco, the Chinese and US presidents reiterated the guiding principles of China-US relations that had been set by the teams of the two sides in consultation since the Bali summit. including that the United States has no intention of “de-coupling” China, hindering China’s economic development, encircling China, or opposing China by strengthening alliances. It’s not just Chinese technology companies that are going further to curb scientific and technological progress.

China itself has restricted US companies’ chip exports, launched an investigation into the mature process chip supply chain, and also barred other countries from exporting lithography machines to China, a practice of unilateral bullying.

So will America’s chip control over China succeed? The clear answer is no.

Advances in science and technology and the success of methods that run counter to the laws of the market have no precedents in the past. Chips are not only high-tech products but also part of the industrial chain and supply chain.

If China, the world’s largest chip application and consumer market, is isolated, American chip companies will face huge economic losses, which will weaken the scale of related technology investment and research, and ultimately American science and technology. The long-term development of the technology will also suffer.

In October last year, the CEOs of the three major US chip companies Intel, Qualcomm and Nvidia went to Washington to try to convince the Biden administration to avoid imposing new restrictions on chip exports to China.

He bluntly said that the US sanctions policy against China has not only failed to achieve the desired results but has also limited the business development of US companies in China.

In accordance with the export regulations of the US Department of Commerce, Nvidia has developed a special edition based on its H100 chip for China and provided samples of the corresponding chips to Chinese customers for testing, but the test results of the corresponding samples did not meet China’s expectations. Not fulfilled.

Other Chinese giants, including Alibaba Group and Tencent, have said that the number of orders placed by Nvidia in 2024 will be much lower than the banned Nvidia high-performance chips, a law of the market.

Second, China’s scientific and technological prowess and the industrious spirit of the Chinese people are the main reasons for the continuous development of China’s science and technology, which constantly surpasses itself and often breaks Western expectations.

During the US Commerce Secretary’s visit to China last year, Huawei surprised the world by releasing a new mobile phone equipped with its high-end chips. Huawei’s achievement of this feat in just three years, despite insurmountable siege and deterrence, once again proves the potential and hidden power of Chinese technology enterprises.

In history, high-yielding hybrid rice, shield machines, high-speed railways, satellite navigation systems, space stations and other development achievements have been achieved in spite of Western siege, oppression and ridicule along the way of each of China’s scientific advances.

Statistics show that by 2023, China will have more than 80,000 international intellectual property applications, leading the world. Over the past two decades, China has trained more than six million engineers, and today China has the largest number of engineers in the world.

America’s superiority in science and technology, including chips, will not last forever, American chip control over China will only encourage China to improve itself in science and technology. The success of China’s high-end chips will take time, but it won’t be far off.
