Dakar, Jul 14 (APS) – The Public Prosecutor at the Tribunal de Grande Instance of Dakar says he has instructed the Criminal Investigations Division (DIC) to open “a diligent, exhaustive and rigorous investigation” in order to determine the causes and exact circumstances of the death of François Mancabou.
”As soon as I was informed of the death of François Mancabou, I gave instructions to the Criminal Investigations Division (DIC) to urgently open a diligent, exhaustive and rigorous investigation under my direct authority in order to determine the exact causes and circumstances of the death,” said Amady Diouf on Thursday during a press briefing.
”In this perspective”, he announced that an autopsy has been urgently ordered by the public prosecutor.
Arrested on June 17, the day of the banned opposition demonstration, François Mancabou, a former soldier, born in 1971, died on Wednesday evening at the Principal Hospital in Dakar where he had been admitted to intensive care after being held in police custody. premises of the Urban Security of Dakar.
The public prosecutor who recalled that Mr. Mancabou had been arrested by the Urban Security “for acts of terrorism and attack on state security”, presented the condolences of the family court to the family of the deceased.
According to him, François Mancabou “was arrested on June 17 at 7 a.m. at his home following the development of the investigation and found carrying a 22-caliber Walter type firearm with 9 ammunition”.
He added that ”according to the information available at this stage of the proceedings, his role would consist, within the framework of what is commonly called the Special Force, of developing strategies of attack and harassment against the security forces during demonstrations that were planned at the time.
”Regarding the firearm, the deceased did not have a regular authorization because the one he held had been lapsed for 15 years,” he continued.
In this so-called ”Special Force” case, the prosecutor indicated that the other defendants, a total of 10 people, were referred and charged ”on the basis of real charges of conspiracy against the authority of the State. , acts likely to cause serious political disturbances and compromise public security, criminal association, destruction of property belonging to the State or of interest to public affairs, possession and transport of incendiary substances and products, possession of ‘weapons in connection with a terrorist enterprise, financing of terrorism and complicity’.
On the other hand, he specified, François Mancabou was not referred.
He declared that ”according to the information received and that the investigation will be responsible for elucidating”, Mr. Mancabou, ”unlike the other defendants who had maintained calm and serenity throughout the phase of police custody. , violently hit the wall and the gates of the detention cell without anyone really knowing his motives”.
According to the prosecutor, “the investigators have 13-minute video images which will be added to the proceedings”.
