ANDREFANA – Hybrid power plants to boost Tourism

Mangily and its surroundings have access to electricity without going through Jirama Toliara. Anakao, on the southern coast, is also saved.

The Minister of Energy and Hydrocarbons, Solo Andriamanampisoa himself, came to mark the effectiveness of energy in two seaside resorts in the Atsimo-Andrefana region. Ifaty and Mangily, two renowned sites north of Toliara, have access to electricity via hybrid energy, the power station of which is located in Belalanda, the town hosting the two sites. The photovoltaic solar hybrid power plant, with a power of 400 KWC from the solar source, and 350 KVA from the thermal source, has been installed since the beginning of 2022. The provision for some 17,000 households was made effective on end of last week. A private partner from the Department of Energy manages the plant and the distribution to homes and establishments wishing to obtain hybrid energy. A pre- and post-paid system is offered to customers who have already been offered meters. “We have light in Mangily and Ifaty. The streets are lit and the hotels can use this energy, when previously they invested in generators or solar panels,” says the Fokontany chief of Mangily. Hotel operators are thus entitled to other sources of energy, almost 30 years after the birth of the seaside resorts of Mangily and Ifaty.

More expensive

The rural town of Anakao, located on the southern coast of Toliara, also benefits from a hybrid solar power plant, operational 7 days a week. Nearly 8,000 households are concerned by the new infrastructures. The Tourism sector, which is awake in this locality, has an energy alternative of 410 kwh with the solar battery park. Although the price per kWh is indicated to be twice as expensive for customers with this hybrid alternative. “It is 2.5 times more expensive than the current Jirama kwh price. This is why this energy source is an alternative, a second choice, but solar panels will not be neglected for all that,” explains a hotelier from Anakao. In addition to the renowned tourist sites in Atsimo-Andrefana, whose energy project has seen the contribution of the Integrated Growth Pole (PIC), other localities in the Atsimo-Andrefana region are supplied with hybrid energy. The rural communes of Manombo Sud, Andranohinaly Ambohimahavelona in the Toliara II district, Antanimieva and Tanandava, communes in the Morombe district, also have hybrid power plants. Municipalities such as Ankililoaka, Ambahikily, Ejeda, Fotadrevo, Belamoty and Befandriana Sud are among the next beneficiaries of hybrid power plants. In Toliara, the fokontany of Ankiembe Bas, located near the port of Toliara is illuminated by public lighting from the Ministry of Energy. The University Hospital Centre, located in the rural town of Mitsinjo Betamena, also has a hybrid power plant. A project in collaboration with the German cooperation GIZ.
