With a financial commitment of 15 billion euros for international solidarity in 2022, France has risen to fourth place among international donors. As an extension of the Presidential Development Council (CPD) of May 2023, the French Prime Minister, Élisabeth Borne, adopted in July 2023 new orientations in the policy of international cooperation and official development assistance.

France has set a new course: to allocate at least 50% of this financial effort to the least developed countries, with particular emphasis on Africa. In this context, Expertise France, a subsidiary of the French Development Agency (AFD) responsible for in implementation of technical cooperation projects in the main areas of public action, provides for the deployment of 500 international technical experts by 2027, and a program mobilizing 3,000 young people.
