ATM out of service BMCI: A persistent phenomenon

The image of 90% of the contingent of Automatic Teller Machines (ATMs) of the Mauritanian Bank for International Traders (BMCI) “out of service” at the end of the month is a recurring fact for almost a year. This phenomenon, very disruptive for the holders of the “GIMTEL” Card has never been explained by the banking institution.
However, some users link its appearance with the launch of the new “MASRVI” application.
Would these voluntary “off-services” therefore be a means of encouraging customers to use the new application?
If this is the case, we would be faced with a violation of the commitments on the basis of which the “GIMTEL” ATM card was issued to users, in relation to the necessary availability of cash at all distribution points, and at all hours.
