Bhutan’s DK Bank has secured in-principle approval from the Financial Services Regulatory Authority of Abu Dhabi Global Market to establish a regulated subsidiary in Abu Dhabi, marking the lender’s first financial services presence outside its home country.
Regulatory Approval Pathway for Abu Dhabi Global Market
The regulatory nod from ADGM provides DK Bank with a clear operational pathway toward launching an international base. The planned subsidiary intends to deliver brokerage, custody, payments, and advisory services. Securing this status requires the institution to fulfill all specific conditions stipulated in the approval framework before obtaining a final Financial Services Permission.
DK Group CEO Zheng Yudong noted that the development establishes a bridge into one of the world’s primary financial centers. “The In-Principle Approval gives us a clear path towards establishing DK’s presence in one of the world’s leading international financial centres,” Yudong stated regarding the milestone.
The bank is building institutional-grade financial infrastructure designed to bridge Asian and Middle Eastern markets. Operations will rely on strict regulatory oversight and established technological standards.
Connecting Gelephu Mindfulness City to Global Capital
The planned expansion serves a broader economic mandate for Bhutan, specifically linking Gelephu Mindfulness City, or GMC, with international investors and financial institutions. Abu Dhabi will function as an overseas hub for executing these capital-attraction initiatives.
Gelay Jamtsho, Chairperson of DK, emphasized the overarching objective of the cross-border strategy. “Our goal is simple: make GMC easier to invest in, trade with and bank from – and demonstrate that a Bhutanese financial institution can operate to the standards of a leading global financial centre,” Jamtsho explained.
Institutional stakeholders anticipate that the international base will streamline transaction flows between institutions based in Bhutan and overseas financial networks.
Deepening Ties Between Financial Regulators
The establishment of DK’s subsidiary coincides with a broader institutional alignment between regulatory bodies in Abu Dhabi and the Gelephu Mindfulness City. In April 2025, the Gelephu Financial Services Office and the ADGM FSRA executed a Memorandum of Understanding to formalize cooperation, information sharing, and regulatory engagement.
David Peters, Managing Director of GFSO, addressed the significance of the ongoing institutional integration. “Our cooperation with ADGM is about building strong relationships with leading global jurisdictions. DK’s progress in Abu Dhabi is a practical example of how institutions based in Bhutan and GMC can connect to international markets while operating to high regulatory standards,” Peters said.
The collaborative framework sets the compliance baseline for DK Bank’s upcoming operations within the ADGM jurisdiction.
