Investigators revealed that the crew failed to engage the engine-driven bilge pump because they lacked confidence in operating it, underscoring critical safety and training vulnerabilities in commercial maritime tourism.
An Unusual Route and an Uncharted Hazard
The voyage began smoothly at approximately 10:45 AM from the Akaroa main wharf. According to the Transport Accident Investigation Commission, the master navigated the vessel south along the eastern coast, stopping at the Spotted Shag Rookery and Cathedral Cave before venturing outside the harbour heads to Scenery Nook. On the return journey, the master chose a detour toward Archway Rock. At 12:07 PM, the catamaran departed that geological feature, only to strike a submerged obstacle five minutes later, as reported by Go Boating NZ.
A crew member, designated as C1 in the official findings, noticed the vessel approaching Archway Rock from an “unusual direction” and headed toward the bridge to warn the master. Just as this realization took hold, a distinct bump and scraping sound echoed through the hull at 12:12 PM. Independent geo-location data from a crew member’s phone and the vessel’s GPS tracker subsequently matched the strike location with a charted submerged rock of unknown depth, a known hazard marked on Admiralty charts as dangerous to surface navigation.
Flooding, Panic, and the Unoperated Pump
Initially suspecting they had struck a crayfish pot float, the master found no debris in the water. However, the bilge alarm sounded roughly one minute later. Venturing below, the master opened the starboard engine room door to find water levels already reaching the top of the engine, as detailed by Radio New Zealand. Returning to the bridge, the master ordered crew members C1 and C2 to the aft compartment to activate the engine-driven bilge pump, one of four independent pumping systems on board.
The pump, crucially, was never engaged. Investigators noted plainly that the crew members went to the bilge-pump control station but “were not confident in how to operate the bilge-pump system.” Abandoning the pump, they shifted focus to fitting passengers with lifejackets as smoke and steam began billowing from the flooded engine room into the main cabin. The Evacuation and Total Loss of the Vessel
