‘Block’ on thousands of ‘automated’ statements – Read the reason 2024-04-30 05:44:35

These are categories of married taxpayers, mainly employees and pensioners with no income from other sources, except interest on deposits, or married taxpayers with meager incomes from salaried employment, in which at least one of the two spouses is entitled to a tax refund.

According to what was announced by the leadership of the Ministry of National Economy and Finance and the administration of AADE, these taxpayers could submit their ready pre-filled returns with one click or they could not submit them at all but wait for him to submit them on behalf of the AADE on July 2, so theoretically they were freed from the stress of submitting the declarations.

In reality, however, electronic submission of their returns is impossible and any immediate collection of the tax refund or crediting of the refund to outstanding debts, even if the other spouse is entitled to it, cannot be done. The reason why this happens is the fact that at least one of the two spouses has not declared the IBAN number of a bank account to AADE. In every attempt to submit these declarations, the TACHISnet system “refuses” to proceed with the liquidation and sends an automatic message, which is usually addressed to the spouse of the liable taxpayer and states, among other things, the following:

«You have not declared an IBAN number or the one you have declared is not grammatically valid. Based on your declaration, a credit balance is determined and you are obliged to notify the IBAN number of your bank account to the tax authorities.

This problem suddenly arose, due to the decision of the Ministry of National Economy and Finance and the AADE to oblige all the 9,000,000 taxpayers who are required to submit income tax returns – even the wives who are housewives and have no income – to have in the bank account in their name and have their IVAN number declared in the TACHISnet system of AADE.

However, the universal application of this measure cancels in thousands of cases of married taxpayers with incomes only from salaries, pensions or even deposit interest the automation of the submission of these declarations.

Essentially, the returns of all these taxpayers, although ready for submission, are “blocked” by the system and not cleared.

Ahead of the risk that the step to modernize the automatic submission of tax returns for 1.3 million taxpayers will be practically canceled “with an own goal from the… locker room”, the leadership of the Ministry of National Economy and Finance has reportedly already decided to exempt them from the obligation to declare IVAN bank account for elderly spouses over 69 (those who are 70 and over) to unblock a large number of statements. Announcing the exemption is a matter of hours or at least days.

However, all other taxpayers under the age of 70 who do not have bank accounts or have but have not declared them to the AADE should be the first to go to the banks and open accounts by submitting a number of supporting documents and depositing at least 30 euros to activate each account and then declare the IVANs of their accounts in TACHISnet, while the latter simply declare the IVANs of their already existing accounts in TACHISnet.

Digital controls are being intensified in all industries

AADE declares an electronic “war” against tax evasion again this year, intensifying digital controls in all professional sectors and market entities, with the aim of reducing the tax gap in income and VAT.

The “hunt” for tax evasion is intensifying, as the goal of collecting approximately 65 billion euros must be achieved, which is why the creation of a new Special Forces Center for tax and customs controls and investigations is heading towards the final phase.

The aim of the financial staff is for the “Special Forces”, which will have the control of “serious cases”, to operate according to the standards of the SDOE, which will be staffed by the YEDDE and the Customs Control Services, which will be merged and transferred to a new building.

These arise, among other things, from the new Operational Plan of the Independent Public Revenue Authority for 2024, through which the intensification of controls and the widespread use of all modern tools and digital media are announced.

In particular, AADE plans, among other things, to further strengthen and modernize the audit framework, which is expected to include:

– the establishment of a center of special forces of tax and customs controls and investigations, which will act as a central hub of coordination, enhancing cooperation and efficiency between specialized control forces, intervening in a targeted manner in real time in the field,

–the creation of a mass digital intersection unit that will have innovative tools such as big data analysis, benchmarking, online surveys and digital invoicing audits.
