Boric begins his third year in government with 31% of his promises fulfilled, according to a study – La Discusión 2024-03-25 19:34:36

This Monday, President Boric begins his third year in office and promises to materialize the legislative promises he made in his program. “This year is key for that. We know that the third years of governments are years of materializations. This is not going to be the exception,” he commented.

Two years after his arrival at La Moneda, the Executive has only fulfilled 31% of his promises, that is, in one year he added 13%, according to the study “From Said to Done” carried out by Ciudadanía Inteligente.

The subject with the greatest progress is Childhood and Youth with 74%, three promises fulfilled and one without progress. Of the promises fulfilled, the following stand out: state fund for the payment of alimony, Comprehensive Law against Violence against Children, end to Sename and reformulation of adoption (still in the second process).

The second area with the greatest progress is mining with 67%, in which the Government has fulfilled two promises: mining control capabilities and the royalty for large-scale copper mining.

In the third category, work and social security stand out with 52%, which is reflected in seven promises fulfilled, 10 in process and 10 without progress. According to the study, this area has made significant progress by promoting the 40-hour day, work on digital platforms, redesign of Unemployment Insurance, equality in care work, care leave for workers, guarantee of safe work spaces for women and minimum wage.

In the study there are three categories with 0% – there is no bill – these are: defense (7 promises), democracy (5 promises), indigenous peoples (4 promises) and culture (3 promises).

In defense, the president proposed strengthening civil control over Armed Forces expenses; create a civilian military purchasing agency, end the secrecy of selection and appeal boards of the Armed Forces; civilian supervision of the Armed Forces; restrict jurisdiction to crimes of a military nature committed by soldiers and reform the law to supervise and validate the selection processes in primary schools.

In the category of democracy, the president promised the comprehensive participation of children and adolescents; strengthen legislation on citizen participation; improvements to the law on Neighborhood Associations and Community Organizations; deepen civic education guidelines and give political rights to Chileans abroad.

In indigenous peoples, a new institutional framework for participation and consultation is sought; intercultural health; water rights for communities and plurinationality.

Finally, in Culture, the Government program included modifications to the financing mechanisms in culture, the Visual Arts Law and the New Archives Law, which have not yet presented any bill.
