Building bonuses, another wave of around 30 billion on the debt

It wasn’t difficult to predict, but the communications that rained down on the Revenue Agency to certify discounts and transfers in the invoice from the 2023 building bonuses created another wave of spending, with around thirty billion additional compared to the data that was already known . Added to the 176 billion already communicated at the time and indicated by the Revenue Director Ernesto Maria Ruffini himself in February when the data on the fight against tax evasion were presented, the final bill (so far) of the building bonuses comes precisely around the 210 billion anticipated in recent days.

The weight of this avalanche on the 2023 deficit and on the debt for this and future years will be detailed by the Def which the Government will examine this morning in the Council of Ministers.

The main task of the new Economic and Financial Document is, moreover, exactly that of putting an end to public finances that have ended up on the swing of tax credits.

In the last few hours, controversy has flared up over the fact, known for days and anticipated by the Minister of Economy Giancarlo Giorgetti himself in last Wednesday’s hearing in the Chamber, that the new Document will not detail a complete program on the innovations to be included in the finance path published for the next few years.

But from the Government’s point of view, the choice, in addition to the difficulties produced by the impact of the construction subsidies on public debt, is also dictated by the still open construction site of the European rules, which after the final approval expected in mid-May will see the guidelines emerge for set structural fiscal plans to be submitted by September 20. For Italy, as for many other countries, the scenario is “enriched” by the substantial certainty of entering into proceedings for excessive deficit. In such a context, venturing into a brand new program and perhaps into a “deviation” as has been the habit of recent years, would mean tracing a path destined to change profoundly in just a few months; thus forcing Parliament to discuss nothing.
