Establishing an area of ​​digital sovereignty for artificial intelligence systems is the objective of the project approved, in general, by the Future, Sciences, Technology, Knowledge and Innovation commission.

The text, originating from a parliamentary proposal, seeks to regulate artificial intelligence systems, robotics and related technologies, in their different areas of application.

Likewise, it aims to establish limits, formalities and implementation and application requirements, and that their compliance is required of any person – natural or legal – who carries out their actions with artificial intelligence systems.

In the foundations of the regulatory proposal, it is stated that it is relevant to reach an adequate balance that guarantees the protection of fundamental rights guaranteed by the State of Chile.

This, without unduly hindering or impeding the development and access to these technologies; but without this implying a disproportionate increase in the cost of introducing artificial intelligence solutions into the market and development of public and private organizations and institutions.

The project, submitted for processing in April 2023, aims to promote a democratic discussion on the ethical considerations of artificial intelligence. Likewise, generate unified and coherent legislation that systematizes its development, distribution, marketing and use processes.

At this level, it seeks to regulate civil liability and intellectual property rights, as well as their use in the criminal, educational, cultural and audiovisual spheres.

At the same time, protect intellectual property rights and the entire range of artistic-cultural creations; protect consumers, in general, and the processing of personal data.
