In an interview with Globonews, the Minister of Finance, fernando haddadsaid that the government is reviewing the import tax of 60% that is charged on the total value of the merchandise, including the price of the product, freight and insurance, such as those carried out on sites such as Shein, Shopee e AliExpress. Without giving too many details, Haddad claims that this value may change.

Currently, when we buy something from abroad, we need to pay 60% more than the original value of the product to be able to receive it in Brazil. This 60% rate has generated a lot of discussion and controversy, because some people consider it to be too high and make access to imported products difficult.

Against this backdrop, the government is taking these views into account and assessing the possibility of reduce this ratebut have not yet reached a final decision. It is important to point out that this discussion involves economic and fiscal issues, as the government needs to balance tax collection with the need to stimulate trade and consumption.

“Conforming Shipment” Program

In April, the Ministry of Finance and the Internal Revenue Service announced the suspension of tax exemption for international purchases of up to US$ 50 between individuals. The measure emerged as a way for the government to combat an alleged illegal practice by Chinese websites that would be taking advantage of these gaps in inspection to avoid paying taxes.

However, this decision generated such negative repercussions for the government that the Ministry of Finance had to go back and then use another form of regularizing these taxes on imported purchases. From there, the program was developed “Conforming Shipment”which according to Haddad, will not be mandatory and it is not a new tax either. The idea is to establish a way of paying taxes before the goods are sent to Brazil, as it already works in other countries, such as Spain, for example.

With this initiative, the Federal Revenue hopes to reduce tax fraud, since the import tax is already determined by law. In addition, the government intends to encourage Chinese companies to join the program and for this purpose it will develop a card system that offers benefits to participating companies. By joining this program, companies will receive a “green card” that will speed up the release of products.

On the other hand, sites that do not adhere to the program will receive a “red card”, and their products will undergo a detailed check to identify possible tax fraud, such as non-payment of taxes.
