The Crackdown on Flock Safety Prompts Rivals to Pounce
As Flock Safety battles severe public scrutiny over privacy violations and widespread system misuse by law enforcement officers, rival automated license plate reader (ALPR) companies are aggressively moving to capture market share. Dozens of cities have canceled their contracts with Flock, paving the way for competitors like Axon, Motorola Solutions, and Verkada to pitch their own surveillance technologies to police departments nationwide.
Public pushback against automated surveillance has reached a boiling point in communities across the country. Grassroots organizations, such as DeFlock DC in Washington, D.C., have mobilized residents to map out and protest the cameras tracking daily commutes. According to crowdsourced data on DeFlock.org, over 130,000 automated license plate readers operate across American cities, logging the rear plates of passing vehicles. While Flock has borne the brunt of public outrage, industry competitors offer functionally similar tracking capabilities and have for years.
How Misuse and National Databases Triggered the Backlash
Flock’s primary vulnerability stems from the expansive scale of its shared national database. Law enforcement agencies can search image records outside their local jurisdictions, turning isolated municipal deployments into an interconnected web of movement tracking. Privacy watchdogs argue this architecture strips citizens of local control. As Matthew Guariglia, a senior policy analyst at the Electronic Frontier Foundation, said, people grew furious when they realized the network functioned as “a window into a whole network of surveillance” that could be weaponized to enforce policies or laws alien to their specific towns, such as investigating individuals traveling to have an abortion.

Compounding these systemic structural fears are documented instances of direct abuse by law enforcement personnel. An analysis found that at least 69 police officials nationwide have been accused, charged, or convicted of improperly using Flock or other license plate reader technology. In Indianapolis, an officer conducted 3,759 searches over 10 months targeting his wife and close acquaintances. In Haines City, Florida, an officer was arrested after running repeated searches on his wife’s vehicle over a two-year period. These security failures exposed a dangerous absence of routine internal audits across many police departments.
The Response from Flock and the Limits of Tech Safeguards
In an effort to staunch the bleeding, Flock CEO Garrett Langley has defended the company’s utility, pointing to its role in helping track the suspect in last year’s Brown University shooting. Yet, Flock introduced policy updates last week aimed at tightening security, including reducing data retention windows and emphasizing safeguards around local data searches. However, the ACLU dismissed these adjustments as largely unsatisfying.
Industry experts warn that replacing one vendor with another does little to resolve the core ethical dilemmas of automated policing. Andrew Ferguson, a law professor at George Washington University and author of Your Data Will Be Used Against You: Policing in the Age of Self-Surveillance, noted that while Flock currently carries the target on its back, the broader ecosystem of police surveillance—including facial recognition, drones, gunshot detectors, and real-time crime centers—remains intact. As police departments scramble to patch their oversight protocols, the fundamental debate over whether communities want to be watched continuously is only just beginning.
