Ke Jianming posted a post on Facebook early this morning to look back on the history of law revisions. He said that the debate over the threshold for recall was triggered by Nuclear Fourth. On June 30, 1994, the four committees of the Legislative Yuan, including economics and budget, jointly reviewed the review. The annual budget of the fourth factory was 112.5 billion yuan. On April 14 of the same year, the Internal Affairs Committee passed the preliminary review. The draft amendment to the “Election and Recall Law” deleted the stipulation that recalls should not be publicized, and the reduction and recall was passed. The threshold is “yes votes reach 1/4 of the total number of electors and the number of yes votes is greater than the number of disagreed votes”.

Ke Jianming pointed out that in the process of amending the law in 2016, the power of the times advocated that a “simple majority vote” should be adopted to pass the recall and abolish the threshold for the voter turnout.
