Minister of Land, Infrastructure and Transport Won Hee-ryong declared that he would cut out the ‘construction sector interest cartel’ as the root cause of recent safety accidents such as the collapse of the underground parking lot of a new apartment building and the ‘plastic tap water’ in an apartment building.
Minister Won also presented the ‘war’ against the construction concession cartel as a major task in the second half of this year.
On the afternoon of the 30th, Minister Won held a ‘public housing emergency safety inspection meeting’ at the Seoul Regional Headquarters of the Korea Land and Housing Corporation (LH), and the water supply pipes of the LH apartment complex in Eungye District, Siheung, Gyeonggi Province, where about 13,000 households moved in, and apartments ordered by LH nationwide discussed the problem of missing reinforcing bars.
Minister Won said, “A problem with drinking water, which is the basis of life, and a facility that is the basic of safety, cannot be covered with any excuse, and it is an issue that must be felt with heavy responsibility.” It is a shame that serious problems have occurred.”
“As the Minister of Land, Infrastructure and Transport, which is responsible for overseeing the project for public housing as well as the supervising agency for LH, I will directly shoulder the heavy responsibility and handle this issue in principle,” he said.
Minister Won said, “Immediately with the heaviest disciplinary action against the person in charge of purchasing and supervising defective (water supply pipe) materials in the Eungye district of Siheung, and the person in charge of design and supervision who caused omission of shear reinforcement (rebar) while designing and constructing a non-reinforced plate structure. Please request an investigation and take accusation measures,” he instructed LH.
He emphasized, “In conclusion, all responsibility lies with the interest cartel, whether left or right.”
Minister Won stood side by side with LH President Lee Han-joon, bowed 90 degrees, apologized, and promised, “I will do everything possible to restore public trust.”
In an apartment complex in the Eungye district of Siheung, the inner coating of the water supply pipe fell off, and the problem of black foreign substances coming out of the tap water has continued since immediately after moving in in 2017.
LH promised to replace the water supply pipe, but when allegations were raised that the water supply pipe supplier had made an improper solicitation to the person in charge of LH during the material contract, the residents requested a public interest audit from the Board of Audit and Inspection.
In addition, as a result of a complete investigation in the wake of the collapse of the underground parking lot of Geomdan Apartment, it was confirmed that 15 LH-ordered complexes that used a multi-plate structure in the underground parking lot, like Geomdan Apartment, were missing reinforcing bars.
Minister Won emphasized, “With this incident as an opportunity, we will cut out the cartel of interest in the construction site where abnormalities have accumulated over the past 6 to 7 years, and we will fundamentally cut off business insolvency.”
After announcing strict measures, saying, “Go up from LH to the judgment table of experts and the people,” he said, “(If a problem with the Ministry of Land, Infrastructure and Transport is discovered), we will even take action to accuse ourselves.”
Minister Won said, “I will make (innovation of cartel interests in the construction sector) a major focus in the second half of this year.”
