COMMUNIQUE OF THE COUNCIL OF MINISTERS OF WEDNESDAY APRIL 26, 2023 – MALI24

The Council of Ministers met in ordinary session on Wednesday April 26, 2023, in its deliberation room at the Koulouba Palace, under the chairmanship of Colonel Assimi GOITA, President of the Transition, Head of State.
After reviewing the items on the agenda, the Board:

  • adopted draft texts;
  • made appointments;
  • and heard communications.

IN THE CHAPTER OF LEGISLATIVE AND REGULATORY MEASURES

  1. On the report of the Minister of State, Minister of Territorial Administration and Decentralization, the Council of Ministers adopted a draft decree determining the methods of organization and functioning of the Orientation, Coordination and Monitoring Committees development actions at the level of the administrative districts.
    Decentralization is one of the major reforms undertaken by Mali as an extension of the political democratization process. It aims to ensure better governance of the territory and to improve the delivery of local services to the population.
    This reform is a multi-stakeholder and inclusive societal project due to its participatory nature enshrined in the establishment of consultation frameworks at different levels through Decree No. 08-095/P-RM of February 21, 2008 creating regional, local and communal orientation, coordination and follow-up committees for development actions.
    The application of the decree of February 21, 2008 has revealed many dysfunctions concerning the organization and operation of these consultation frameworks.
    The draft decree adopted corrects these shortcomings by making the following major innovations:
  • the establishment of the Arrondissement Committee for the orientation, coordination and monitoring of development actions;
  • fixing the duration of the ordinary sessions of the various bodies, as well as their periodicity;
  • strengthening the representation of women within the various consultative bodies;
  • the publication of a guide for the use of the members of the various committees to improve the functioning of the said bodies;
  • the training of the members of the consultation bodies in terms of coordination, with a view to their mastering the use of the tools presented in the guide;
  • the precision of the missions of the composition and the functioning of the organs of orientation, coordination and follow-up of the actions of development at the level of the administrative districts.

The implementation of this decree will make it possible to relaunch and improve consultation between the actors of regional and municipal development in harmony with the objectives and development strategies of the Government.

  1. On the report of the Minister of Economy and Finance, the Council of Ministers adopted a draft decree approving amendment No. 2 to the contract relating to the construction and asphalting works of the Kwala-Mourdiah-Nara road , Section 1. Lot 1: Kwala-Wolokoro (70.93 km).
    The amendment is concluded between the Government of the Republic of Mali and the ATTM-SA/COVEC-Mali group of companies, for an amount of 4 billion 621 million 157 thousand 286 CFA francs, excluding taxes and customs duties and a additional period of four (04) months.

It aims to take into account technical modifications and the cost of additional work to restore traffic in the area.
