Corruption and Conflict of Interest: Local Officials in Casablanca-Settat Region Face Dismissal

Several elected officials from local authorities in the Casablanca-Settat region are threatened with dismissal due to conflicts of interest. They are suspected of grabbing land, real estate and commercial assets belonging to their communities.

The public authorities concerned are preparing to launch revocation procedures against several elected officials, suspected of conflicts of interest linked to their activities in the Casablanca-Settat region. The wilaya, as well as the provinces and prefectures, opened an investigation several months ago to determine the involvement of around ten elected officials in the appropriation of municipal property.

The incriminated elected officials appear to have illegally benefited from various licenses, commercial premises, financial subsidies for associations and sports clubs that they chair, as well as financial support from the National Initiative for Human Development (INDH) and the program Awrach. In addition, these elected officials benefited from privileges within their municipalities even before their candidacy for the elections of municipal councilors.

Another category of elected officials obtained favors by various means once elected to the council of their local authority. Reports from the services concerned revealed that these elected officials appropriated municipal property by presenting questionable documents and operating licenses.

A group of municipal councilors took possession of properties, commercial buildings and undeveloped land listed in the development plan. However, they refuse to give up these assets, providing administrative certificates attesting to their legal occupation.

The dismissal procedure was triggered following a circular from the Minister of the Interior, who asked walis and governors to use this measure against elected officials with personal interests in the municipalities or districts they represent.

The Courts of Appeal of Fez and Casablanca were particularly highlighted because of the importance and status of the persons prosecuted. Recently, Rachid El Fayek, former president of the commune of Oulad Tayeb and deputy for Fez South, saw his legal journey become complicated after several convictions for corruption and falsification of official documents relating to town planning.

This action is positive. Accountability means that no one is above the law or endowed with superpowers. This sanitation campaign must be lasting and extend to all levels of responsibility in the country.
