By decree No. 024 of which the Gabonactu.com editorial staff obtained a copy, the president of the Transition Brice Clotaire Oligui Nguéma decided to create a Commission for social dialogue in the oil sector currently plagued by numerous recriminations which are rotting the social climate in this key sector of the Gabonese economy.

According to the decree, the commission is placed under the supervision of the President of the Republic. It is chaired by Arnaud Calixte Engandji Alandji, special advisor to the President of the Republic in charge of the mines, hydrocarbons and energy department.

The Director General of Hydrocarbons, Hernest Ndong Nguéma is the 1is Vice-president of the commission which has a total of 2 vice-presidents and two general secretaries, all currently serving as President of the Republic.

The other members are representatives of the Ministries of Labor, Economy and Oil, including those of the General Directorate of Documentation and Immigration (DGDI).

Trade union organizations and oil companies are not among the list of commission members.

Article 6 of the decree provides that the commission can invite any person recognized for their skills or experience in the hydrocarbon sector and/or social dialogue.

« The Commission for Social Dialogue in the Hydrocarbon Sector carries out a mission of general interest. As such, it has the prerogative of public authority giving it access to confidential company data as well as information on the professional situation of employees. », specifies article 7.

« The work of the Commission for Social Dialogue in the Hydrocarbon Sector is covered by the strictest confidentiality which engages the responsibility of its members. », We can still read in the same article 7.

« Expenses linked to the organization and operation of the Commission for social dialogue in the hydrocarbon sector are covered by the Hydrocarbon Support Fund. The operating budget of the Commission is established by its President », continues article 8.

The lung of the Gabonese economy, the oil sector has been marked by demands, layoffs and other crises detrimental to the smooth running of activities.
