Decision of the Licensing Board
The salaried director and Secretary of the Licensing Committee, Peter Pui, issued a circular as follows:
The following are the decisions taken by the Licensing Board at today’s meeting:
1. The Committee decides, subject to the following conditions that the jockeys guarantee to be in port no later than Sunday, September 3, 2023:
1.1 To approve the issue of full-season Jockey Club jockey licenses for the 2023/2024 racing season to the following jockeys:
Batu, Bhandley, Bowen, Huo Hongsheng, He Mingnian, Xi Weisen, Panton, Tian Taian
1.2 Approves the issue of jockey licenses for the 2023/2024 racing season to the following jockeys, valid from 17 July 2023 to 12 February 2024, both dates inclusive:
Edona, Kerry, Dong Minglang (formerly translated as Keegan)
2. The Committee has decided to approve the issuance of free jockey licenses for the 2023/2024 racing season to the following jockeys:
Choi Ming Siu, Chan Ka Hei, Chow Chun Lok, Ho Ze Yiu, Leung Ka Chun, Mo Hin Tung, Poon Ming Fai, Yeung Ming Lun
3. The committee has decided to approve the issuance of apprentice jockey licenses for the 2023/2024 racing season to the following applicants:
Zhong Yili (assigned to Tony Kou’s stable), Huang Zhihong (assigned to Fang Jiabo’s stable)
4. The Committee decides:
4.1 Approval to issue trainer licenses for the 2023/2024 racing season to the following trainers, provided they pass the medical examination and sign an agreement with the Jockey Club:
Tony Kou, Lide Miu, Xu Yushi, Fang Jiabo, Wu Pengzhi, Wei Da, He Xian, Lai Zhaosheng, Yip Chuhang, David Heath, Shen Chengji, Yao Benhui, Luo Fuquan, John Tsai, Rong Tianpeng, Lu Jianwei
So Wai Yin, Man Ka Leung, Ding Guanhao
4.2 It is determined that Shen Chengcheng meets the criteria for license renewal after reaching the age of 65 and is eligible for renewal until after the end of the 2024/2025 racing season. Therefore, if Shen Cheng can continue to meet the standards set by the Jockey Club, he will be eligible for renewal until the end of the 2029/2030 racing season;
4.3 It is determined that Johann Tsai meets the criteria for license renewal after reaching the age of 70 and is eligible for renewal until after the end of the 2024/2025 racing season. Therefore, if John Choi continues to meet the criteria set by the Jockey Club, he will be eligible for renewal until the end of the 2027/2028 racing season;
4.4 Approval At the end of the 2022/2023 racing season, if trainers Millard or Yip Chuhang fail to meet the requirements of the Trainer Licensing Criteria, they will be required to submit a written explanation to the Committee.
4.5 Approved At the end of the 2022/2023 racing season, if trainer Xu Yushi fails to meet the requirements of the Trainer Licensing Criteria for the second time, he will be required to submit a written explanation to the committee. He may be notified in writing that if he fails to meet the licensing criteria at the end of any subsequent racing season, he may not be issued a trainer’s license for the subsequent season.
4.6 Approved at the end of the 2022/2023 racing season, if the trainer Zheng Junwei or He Liang failed to meet the requirements of the trainer licensing criteria for the third consecutive season, and they wish to seek to be issued a trainer for the 2023/2024 racing season license, the Commission will require them to present their reasons to the Commission.
5. The committee has decided to issue assistant trainer licenses for the 2023/2024 racing season to the following current licensed assistant trainers:
