Dublin City Council starts new parking enforcement regime

Motorists across Dublin face an immediate escalation in clamping, towing, and financial penalties for illegal parking as a new enforcement regime takes effect. Under a €51 million, five-year contract awarded to Apcoa Group by Dublin City Council, parking enforcement operations have shifted from the previous model overseen by Q-Park-owned DSPS, which ran for 22 years.

A Restructured City and Dedicated Patrols

The capital has been divided into six distinct geographic zones to streamline parking compliance. At least one enforcement officer is guaranteed to be on duty in each zone during peak operational hours from Monday to Saturday inclusive, with reduced coverage scheduled for Sundays, Bank Holidays, and during nighttime. Zones 1-4 are on the outside of the city, where patrols will focus on public complaints regarding parking.

Zone 5, on the outer rim of the city, will have a focus on the movement of traffic with an emphasis on removing and relocating offending vehicles. Meanwhile, Zone 6, in the heart of the city, will see its patrols operate on foot. Dublin City Council emphasized that parking laws are not changing, and the changes are about expanded enforcement built around a more area-based model for enforcing parking rules.

Financial Penalties and Transition Timeline

The revised fee structure sets the cost of de-clamping at €125, while recovering a towed vehicle costs €250 alongside a daily storage fee of €35. Speaking on the rollout, Kenneth Murphy, parking enforcement officer at Dublin City Council, noted that adjustments are expected during the initial phase. We expect to see the full benefits of the new enforcement contract in 2027, Murphy said regarding the complex transition to the new provider and enforcement framework.
