End of a hobby? Market for affordable headphones may disappear

The supply of headphones sold legally in Brazil is still limited, despite recent improvements with companies such as Kuba Audio and Sennheiser Brasil. Importing from China, especially through Aliexpress, has become a popular option due to the affordable prices of Chinese brands. This introduced Brazilians to a new quality of sound. However, this path has just been threatened.

Recently, the Federal Government officially launched a program called “Conforming Shipment”. As Oficina da Net explained in an article dedicated to the subject, from the day August 1, 2023the IRS will stop charging the federal tax (60%), required for international goods, for purchases of up to US$ 50. However, this rule will only apply to companies that participate in this new government program.

So far, although there is no official list yet, Aliexpress and Shein are participating in “Conforming Shipping”. In this way, all purchases of products below US$ 50 will be exempt from the fee of 60% of the value of the product, which was previously charged for shipments from (PJ or legal entity) to you (PF or individual).

Although for the vast majority of people, a headset of approximately US$ 20 (R$ 100) is enough, that does not mean that when buying a model of this value you are not taxed. You will still be charged “one 17% tax on the circulation of goods and services (ICMS)“, according to the National Committee of Finance Secretaries of the States and the Federal District (Comsefaz) decided. In addition, there will still be a fee of R$ 15.00 for postal delivery charged by Correios.

Example of taxes charged on a US$ 20 (R$ 100) headset purchased on Aliexpress, a platform that participates in the federal government’s “Consignor Remittance” program:

If the purchase is made on a platform other than Aliexpress, Shein or another sales platform/site that participates in the “Conforming Shipment” program, the tax/tariff policy will not consider the exemption for products below US$50. case, as the sale was made by a store (PJ or legal entity) to you (individual or individual), the Brazilian customs inspector may charge the federal tax of 60%, plus ICMS, plus postal dispatch fee (R$ 15).

Considering these import costs, headphones that were cheap, may have a considerable increase in the value needed to acquire them. This will cause many to give up buying headphones outside the country, preferring to negotiate products that are already in Brazil, either through official stores or the gray market, which is made up of sellers who work on platforms such as Mercado Livro and OLX selling unofficially (without invoice or warranty). Obviously, the prices practiced by the sellers here will be higher than what one would pay when importing before the effectiveness of the “Conforming Shipment” program, causing people to end up giving up on purchasing that cheap headset they wanted.
