The “Hong Kong Motors Northbound” plan will be implemented on the 1st of next month. The first round of applications has been submitted since last Saturday. The Transport Department announced that among the 1,600 signatures in the first round, 1,158 people have submitted applications, while the remaining 442 people have not completed their applications, accounting for about 28%, the authorities will not extend the deadline for submitting applications. Representatives and councilors from the automobile industry estimated that some successful applicants failed to complete the application because they did not have a mainland driver’s license or because of the complicated procedures, which wasted the number of successful applicants. They suggested that the authorities should add a standby mechanism.
The Transport Department stated that among the submitted applications, 691 cases have been transferred to the Mainland government for approval after preliminary approval. The Department will gradually notify the applicants of the results and issue electronic temporary entry motor vehicle licenses to those who have been verified. After the relevant application has been confirmed by the Mainland government, the Transport Department will issue and post a “Closed Road Permit” to the applicant.
In response to earlier comments, applicants for “Hong Kong Motors Northward” are required to provide all supporting documents for review before the lottery, so as to prevent too many people from failing to submit a formal application after winning the lottery. The Transport Department said that it is convenient for applicants to register for computer balloting, and it believes that it is more appropriate to maintain the current arrangement and not require applicants to attach the required supporting documents.
Some people reported that the procedures are complicated
According to the Transport and Logistics Bureau, those who have been issued the relevant licenses of “Hong Kong Motor Northbound” can make reservations for designated travel dates through the “Hong Kong Northbound” online system from yesterday. The Hong Kong government will closely monitor the number of eligible applications and appointments, and announce the upper limit of the number of daily vehicles in due course.
Li Yaopei, president of the Hong Kong Automobile Association, said that as far as he knows, some of the lottery winners do not have a mainland driver’s license at all, and some people reported that the application procedures are complicated. Some of the lottery winners failed to pass facial recognition or failed to prepare relevant documents within the 72-hour deadline , which ends up missing the application.
Councilor Chen Peiliang also pointed out that some of the lottery winners may not be able to obtain a mainland driver’s license and give up their application. It is suggested that basic information must be provided when registering for the lottery, valid driver’s licenses from both China and Hong Kong. He also pointed out that the application service of “Hong Kong Motor Northbound” is free, but he thinks that a deposit can be charged to prevent the winners from giving up easily; a waiting mechanism can also be added in each round of lottery to avoid wasting the number of places.
The second round needs to be applied before 6‧24
The results of the second round of lottery for the “Hong Kong Railway Northbound” project were announced on the 9th of this month, and the winners must submit their applications before the 24th of this month. As for the third round of lottery, online registration will be open from the 19th to the 22nd of this month, and the results of the lottery will be announced on the 23rd of this month. Those who win the lottery must submit their applications between the 26th of this month and July 8th.
