ESRI 2030 pact: guardianship in fastrack mode

EDUCATION. LEARNIG BY DOING OR LEARNING BY PRACTICE. After a long preparation, the supervisory authority is launching the implementation of the Plan for accelerating the transformation of the higher education ecosystem, scientific research and innovation (ESRI 2030 PACTE). A new roadmap supposed to take up the challenge of structural competitiveness, for the successful integration of our country into global value chains.

After the long speeches, place to practice. The start of the 2022-2023 university year sounds like the start of a long-desired disruption in Morocco in terms of training and higher education. In addition to the activation of the new strategic engineering, with a view to mobilizing all the actors to prepare highly qualified generations, the present academic year marks the launch of the implementation of the Plan for the acceleration of the transformation of the ecosystem. higher education, scientific research and innovation (ESRI 2030 PACT). A new roadmap that comes at just the right time. While quality human resources are becoming increasingly rare on the job market, the needs are constantly growing in terms of specialized profiles, particularly in the professions of the future.

Morocco knows this, fortunately, and seems to be taking the lead in order to anticipate potential shortages in human resources. The government has therefore decided to act differently this year to offer young Moroccans the possibility of accessing training that meets the needs of the job market. “Today, there is international convergence that human capital is the real resource of States, and this human quality is obtained through good training,” says Abdellatif Miraoui, Minister of Higher Education. , scientific research and innovation.

In an interview granted to “ECO Inspirations”, on the sidelines of a major event organized in Casablanca, he underlines that the training courses are not only disciplinary, to meet the needs of the country, but also and above all they are more individual. The idea is to train young people who are resilient and adaptable to all the challenges and all the transformations we are going through.

“Covid-19 is just one example. We have not yet seen everything when it comes to digital transformation. There are still other upheavals to come, namely, in particular, quantum computing as well as other fields which we did not expect, ”he insists before noting that human capital is built from preschool.

Today, in academia, Morocco boasts of a capacity “to react quickly and to conceptualize things to do” in the face of current and future challenges. This is what we are doing as part of the plan to accelerate the transformation of the higher education ecosystem, scientific research and innovation,” he continued. And to note that it is a concrete question of highlighting transversal skills, namely languages with certifications, but also everything that is digital to bring all young people up to speed. And this, without forgetting the other skills that will allow this category of the population to have the necessary general knowledge relating to the historical, cultural, musical heritage… These activities have long been considered secondary. Today, they have been brought up to date.

“Jobs are changing, and training approaches will also change. It is absolutely necessary that we integrate the new paradigms that require us to make young people more autonomous. A young person who does not succeed is not simply a failure for him, it is also a failure for the Nation, because youth is an economic and cultural capital”.

The ESRI 2030 PACT, a national ambition

The National Plan for Accelerating the Transformation of the ESRI Ecosystem establishes the role of the University as an integrated actor in the socio-economic development of the territories. It aims to meet the challenge of structural competitiveness, for the successful integration of our country into global value chains, requires the creation of a pool of talent and skills, to stimulate scientific research and innovation and respond to concomitantly with the current and future needs of our nation in terms of human capital… So many challenges that the ESRI 2030 PACT aims to meet in partnership with institutional, economic and associative actors, both nationally and internationally.
