Brussels greenlighted Latvia’s fifth and final payment request for €504 million on Tuesday, marking the completion of the country’s allocation under the European Union’s Recovery and Resilience Facility.
The European Commission determined that Latvia has satisfactorily fulfilled all 25 milestones and 31 targets required for this final payment request. The decision would bring total funds paid out to Latvia under the Recovery and Resilience facility to €1.97 billion, including €264 million in pre-financing received in September 2021.
Infrastructure Upgrades and Housing Investments Across Latvia
The latest funding batch targets several domestic sectors, including energy efficiency, flood risk mitigation, digitalization, and transport. Flagship measures feature the completion of more than 300 new affordable rental apartments and governance reforms designed to boost the international competitiveness of Latvia’s higher education institutions.
Additional modernization efforts span the electrification of railway lines, the construction of eight new disaster management centers, and infrastructure upgrades for local schools and hospitals. Latvia formally submitted this final tranche request on September 30, 2026, building on a comprehensive recovery plan financed entirely through grants.
Committee Reviews Latvia Recovery Plan Evaluation
The European Commission has transmitted its preliminary assessment regarding Latvia’s target fulfillment to the Economic and Financial Committee. The committee maintains a four-week window to deliver its formal opinion on the matter.
Final disbursement of the €504 million will proceed once the committee issues its evaluation and the Commission adopts a formal payment decision. Upon approval, Latvia will have successfully delivered 100 percent of the 187 milestones and targets established in its national recovery and resilience plan under the Recovery and Resilience Facility.
