A total of eight crew members (ABK) of the Chinese-flagged ship Fu Yuan Yu 857 visited the Police Criminal Investigation Building. They reported the alleged crime of human trafficking (TPPO) by the company with the initials KJS.

The eight victims were accompanied by the General Chair of the Indonesian Migrant Workers Union (SBMI) Hariyanto Suwarno and the General Chair of the Indonesian Fisheries Workers Union (SBPI) Rahmatullah. Hariyanto said the report was carried out referring to Law Number 21 of 2007 concerning Eradication of TIP.

“We, together with all our legal team friends here, have analyzed that the migrant fishing crew members who worked on this Chinese ship were suspected of being victims of TIP,” said Hariyanto at Bareskrim Polri, South Jakarta, Wednesday, 8 May 2024.

He ensured that the three elements of TPPO had been fulfilled. There are a number of articles used in this report, such as Article 4, namely victims of human trafficking who work abroad. Then, Article 13 targets the corporation.

“A person who is then responsible for the corporation has the right to then be prosecuted under Law 21 of 2007. Then we also use Article 10, where we know that there are unscrupulous parties from KSOP who participate in allowing these trading practices to occur,” said Hariyanto.

Hariyanto revealed that the Harbormaster and Port Authority Office (KSOP) was in Cirebon, West Java. This person is said to have manipulated several documents. Apart from that, Hariyanto said that his party also used Article 4 in order to ensnare educational institutions because of falsification of diplomas.

“Then, if we look back, there is a PKBN education board that also issues fake degrees that will be used by friends in North Jakarta,” he said.

Then, there was also falsification of the Police Record Certificate (SKCK) from the Benoa Harbor Area Police, North Sulawesi. He confirmed that he would thoroughly investigate the actions that did not comply with procedures in the recruitment and departure of AKB.

No less important, the unnamed Main Director of PTK KJS in Pemalang, Central Java is said to have also been prosecuted using the TIP Eradication Law. He confirmed that the PT KJS official was someone who was in the untouchable human trafficking circle.

“Our hope is that the police today will accept us and accept our report and take action as soon as possible,” he said.

In this report, the reporter brings complete evidence. Such as passport travel documents, falsified basic safety training, falsified diplomas, other falsified evidence, for example the name of the company and its directors which are registered with the Directorate General of General Legal Administration (AHU), as well as several proofs of statements related to the victim’s debt bondage.

“So we think the current evidence is very strong and we say there is no reason for the police to reject our report today,” he concluded.

This report is registered with the number: LP/B/144/V/2024/SPKT/Bareskrim Polri, dated 8 May 2024. The alleged TPPO incident is said to have occurred in Bitung, North Sulawesi; Pemalang; Tangerang; and other Indonesian jurisdictions as well as Singapore jurisdiction.

Meanwhile, the reporter is Surahman Sahjuan, one of the crew members who was a victim of TIP. Meanwhile, the reported parties are Andri Wijanarko, Sri Wahyuni ​​Hawa, Ade Pemalang, Joni Karamoy, and Grace. The respondents were charged under Article 4 of Law Number 21 of 2007 concerning the Eradication of TPPO and/or Article 81 of Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers (PPMI).
