Pending the introduction of a long-term food voucher, the government has planned this emergency food aid. It will only be granted to beneficiaries of certain social minima. A household will therefore receive 100 euros with an additional 50 euros for each child. This food aid exceptional is still under discussion until an implementing decree allows its deployment. Its financing will thus receive the necessary appropriations through the amending finance law of this month of July.
Who can benefit from food vouchers?
The eligibility conditions for receive this check become clearer every day. As this device is intended for the most modest people, it will therefore be paid to the following categories of people:
- Beneficiaries of the minimum old age. (ASPA)
- Recipients of the Active Solidarity Income (RSA)
- Students receiving the CROUS scholarship
- Students in a precarious situation, more precisely, those who will receive the annual aid from the CROUS
- People who receive the Disabled Adult Allowance (AAH)
- People who receive Personalized Housing Assistance (APL)

This list of beneficiaries is not yet complete. It will certainly be the subject of some updates. A beneficiary of more than one eligible device will only geta single payment of this food check.
What is the amount of this emergency food aid?
The expected amount for this food check is 100 euros per household. To this sum will be added 50 euros more per dependent child.
If this amount is confirmed, a couple raising two children may receive 200 euros. The latter represent the 100 euros for their household and the 50 euros for each of their children. The sums initially announced for this device are therefore down. Initially, households were to receive 150 euros while each child had to bring 100 euros per household.

In total, the whole of this device would cost a billion euros to the State. It is lower than the 2020 Covid premium. The latter was offered to 4 million households in France. But insofar as this emergency aid would affect the 9 million French people as planned, the costs should approach.
When is the payment of the food check scheduled?
The food check was first mentioned in December 2020. Emmanuel Macron had informed him during the Citizen’s Climate Convention.
The implementation of this has known a long discussion within the executive. In July 2021, Parliament finally votes for the establishment of a food voucher. But as the implementing measures have not yet been voted on, it is difficult to decide on a precise date. However, the payment of aid sustainable should be planned for 2023.
What about this emergency food aid promised for the start of the school year in September 2022?
The parliament did not reveal a specific date. This emergency device is not included in the project of purchasing power law. Its deployment will follow an application decree following the release of credit provided for by the amending finance law of this summer.
Who will be responsible for distributing the food voucher: the CCAS or the CAF?
The organization in charge of this global distribution has not been clearly defined. However, Bruno Le Maire mentioned the possibility of entrusting this mission to the municipal social action centers or the CCAS. The latter distribute social benefits in the form of financial assistance or in kind to the most deprived. They take care of precarious households. In doing so, 5 million beneficiaries could easily touch that food check. The Citizens’ Convention also supports this idea.
CAF does not distribute aid large-scale food. But a few cases ofFamily allowances can take charge of this food aid at the local level.
How do I apply for a food voucher?
The government has not yet mentioned the exact procedures to be followed for this device. The organization that will take care of the distribution is not yet defined. Beneficiaries will not yet be able to start the necessary steps. Moreover, the form of this emergency aid has not yet been disclosed.
Which places are eligible for payment of the food voucher?
The government has not yet spoken on this subject. The reason being that they are working “on a more qualitative food check to access organic, fresh and local products”, as Olivia Grégoire, the government spokesperson, promised on June 29, 2022.
According to this, the food check should make it possible to acquire virtuous products that the Egalim law provides. The beneficiaries should therefore be able to buy fresh produce quality (i.e. organic and labeled products).
