According to the articles of impeachment by the Overwatch Council, in March 2017, Xu Maogan entrusted a businessman surnamed Lu to demolish the old house for his sister-in-law, and verbally promised to contract the improvement project of the ditch in front of the old house to the businessman named Lu in the name of Xinfeng Township Office. The cost of removing the mixed construction waste piled up on the Pu land is about 526,760 yuan.
