According to the federal prosecutor’s office, Thomas H., who was arrested last August in Koblenz and has been in custody since then, was passing information to the Russian services from the Bundeswehr’s Federal Agency for Equipment, Information Technology and Use (BAAINBw), where he worked. The Service is responsible for equipping the armed forces with materiel and weapons and for the development, testing and procurement of military technology.

As of May 2023, Thomas H. is said to have on his own initiative offered cooperation to the Russian Consulate General in Bonn and the Russian Embassy in Berlin several times. “In one instance, he transmitted information he had received in the course of his professional activities with the intention of forwarding it to a Russian intelligence agency,” the prosecution said.
