Goukouni Weddeye excluded from the process of dialogue with politico-military groups

The former Chadian president, Goukouni Weddeye, who was responsible for negotiating with the Chadian politico-military groups, was excluded from the dialogue process by a decree from the Prime Minister, a few days before the start of the Doha meeting in Qatar.

It was following a decree made public on Wednesday March 9 that Chadians were informed that the president of the Special Technical Committee (CTS) relating to the preparation of the participation of politico-military movements in the inclusive national dialogue (DNI) headed by former President Goukouni Weddeye, gave way to the Special Committee for Negotiations with the Politico-Military (CSCNPM).

According to the decree of the Prime Minister, Albert Pahimi Padacké, it is now the Chadian Minister for Foreign Affairs, Chérif Mahamat Zene, who is responsible for negotiating with the Chadian politico-military groups.

“Less than a week before the meeting between the transitional government and the politico-military, scheduled for March 13 in Doha, Qatar, this resignation or dismissal would certainly call into question the date of the holding of the first round of the pre-dialogue which should begin this Sunday” March 13, estimated, Wednesday, in an article the Chadian newspaper Tchad Presse.

Professor Ahmat Mahamat Hassan, former dean of the faculty of law at Adam Barka University in Abéché and former Minister of Justice, guardian of the seal in charge of human rights under Idriss Deby Itno, estimated in an interview with this newspaper that “the ex-president would have resigned” from the Special Technical Committee on the preparation of the participation of politico-military movements in the inclusive national dialogue.

“He believed that this special technical committee was going to bring about a permanent peace. But as he understood that there is nothing serious, he resigned”, underlined Professor Ahmat Mahamat.

The new committee, which is made up of 25 members in addition to the Minister of Foreign Affairs, Cherif Mahamat Zène, has only a few days to work with the Chadian rebel groups before the start of negotiations on March 13.
Negotiations between the military junta and rebel groups were to open Sunday in Doha to prepare for national dialogue in Chad.

This “pre-dialogue” is an attempt at reconciliation between the armed groups and the regime of Mahamat Idriss Déby Itno, who took power at the head of a Transitional Military Council (CMT) of 15 generals as soon as the the death, ten months ago, of his father President Idriss Déby Itno, killed at the front by rebels near the border with Libya.
