Hai Phong Officials Deliver Marriage Certificate to Elderly Couple

In a rare administrative gesture on a Sunday, local government officials in Hai Phong delivered a marriage certificate directly to an elderly couple who have lived together for nearly seven decades without formal documentation. The unexpected visit solved a sudden legal roadblock regarding family property transfers.

On November 1, Mr. Nguyen Van Diet (85) and Mrs. Pham Thi Thoan (86), residents of Ha Bac commune, received the document at their home from Nguyen Hai Nam, head of the Public Administrative Service Center of Ha Bac commune, according to Thanh Nien. The couple had never married despite raising eight children—six sons and two daughters—alongside 16 grandchildren and 21 great-grandchildren.

Plain English: The Legal and Administrative Reality

  • Administrative Outreach: Local authorities brought the document directly to the couple’s home because they were older and unable to travel.
  • Legal Prerequisite: A marriage certificate is required to divide land among sons.
  • Special Operating Hours: The delivery took place under the commune’s “Sunday Rest” model, which operates on the first and third Sunday of each month to assist citizens unable to visit during standard weekday hours.

Property Division Uncovers Decades-Old Omission

The sudden push for paperwork began when the couple attempted to divide their remaining 800 square meters of land. Having already purchased homes for their children as they grew up and moved away, the couple retained only their primary residence and an adjoining plot designated for family religious purposes. They planned to transfer 500 square meters to their seventh son while preserving 300 square meters for the family shrine.

During the research for the land transfer, the family was required to submit additional documents to prove their marital status. Only then did the children realize their parents lacked a marriage certificate. One of the children accompanied the couple to the Ha Bac Commune People’s Committee to submit the necessary paperwork.

Municipal officials initially scheduled a one-week turnaround for the documents. However, recognizing the logistical hurdles for the elderly residents, authorities altered course.

“We were very surprised when the officials came to our house to bring it to us. We were supposed to pick it up at the commune office. My wife and I don’t know what else to say except to thank the officials of Ha Bac commune for their help,” said Mr. Diet.

Expanding Public Service Access in Hai Phong

The unscheduled home delivery caught the multi-generational household entirely unawares. Nghiem Thi Thuy, a daughter-in-law of the couple, noted that the arrival happened so unexpectedly that the family had no time to organize a celebratory gathering for the milestone.

Nguyen Hai Nam explained that the decision stemmed directly from the administrative center’s mobile office initiative, which aims to assist older and vulnerable citizens with administrative matters at home. Following the consolidation of administrative units, the distance between the commune headquarters and the couple’s home is seven kilometers.

Administrative Metric Commune Detail
Couple’s Ages 85 (Mr. Diet) and 86 (Mrs. Thoan)
Years Together Nearly seven decades
Remaining Land Holdings 800 square meters total
Designated Property Transfer 500 square meters for the seventh son

The administrative intervention underscores how routine bureaucratic procedures intersect with shifting familial needs in aging populations. With the documentation now finalized, the family can proceed with transferring the designated land titles to secure the upkeep of their ancestral heritage space.

Contraindications and Administrative Guidance

While mobile administrative models accommodate residents, standard applications generally require in-person verification at municipal service centers during regular operational hours or designated extended service windows.
