Ho Chi Minh City Proposes New Land Fees and Rates

Ho Chi Minh City is overhauling its administrative fee structure for land documentation, proposing increases for asset evaluations and mortgage registrations while maintaining a 25,000 VND baseline for initial land certificates.

Unified Pricing Replaces Divergent Fee Structures

  • Unified Pricing: The resolution replaces divergent fee structures previously enforced across old districts, Binh Duong, and Ba Ria-Vung Tau.
  • Targeted Hikes: Property appraisal fees now range from 470,000 VND to 6,500,000 VND, alongside increased mortgage registration costs.
  • Revenue Split: The operating unit retains 70% of collection costs from appraisal and mortgage fees, while 30% enters the state budget.

Unifying Rates Across Municipal Boundaries

Local authorities in Ho Chi Minh City are currently gathering feedback on a new resolutions draft from the municipal People's Council.

Previously, disparate pricing schedules applied across the former urban districts of Ho Chi Minh City, Binh Duong, and Ba Ria-Vung Tau. The upcoming resolution eliminates these regional discrepancies. Fees for initial land certificate issuance remain stable at 25,000 VND per document for land-only files, and 100,000 VND for files encompassing land, housing, and attached assets. Online applications incur a 0 VND fee.

Revised Appraisal and Mortgage Registration Costs

While basic certificate issuances remain largely unchanged, administrative costs for asset evaluations and secured transactions are moving upward. The proposed evaluation fee for land use rights now scales from a minimum of 470,000 VND to a maximum of 6,500,000 VND, superseding the older thresholds of 420,000 VND and 2,800,000 VND.

Similarly, mortgage registration fees have been adjusted across five distinct criteria, including workload, parcel count, deed volume, and page format. For households and individual applicants, mortgage registration now stands at 670,000 VND per entry for land-only properties, rising to 1,100,000 VND when houses and attached assets are included. These figures replace the previous baseline costs of 520,000 VND and 800,000 VND respectively. Cancellation of mortgages mirrors these exact registration fees.

Transaction Type Households & Individuals (Land Only) Households & Individuals (Land & Assets) Organizations
Initial Certificate Issuance (File Type 1) 25,000 VND 0 VND 100,000 VND
Replacement or Re-issuance 20,000 VND 10,000 VND 50,000 VND
Change Registration 30,000 VND 15,000 VND 50,000 VND

Archival Land Document Access Carries Structured Pricing

Accessing archival land documents also carries structured pricing under the draft text. Fees for reviewing state land maps and socio-economic records range from a minimum of 8,200 VND per page up to 4,000,000 VND for comprehensive regional map sheets. Specific property inquiries carry a flat 45,000 VND fee.

All collected licensing revenues flow directly into the state budget, though operational cost-sharing rules apply to specific administrative services. For both property evaluation fees and mortgage registrations, 70% of the collected revenue is retained by the processing unit to cover operational expenses, while the remaining 30% is remitted to the state treasury.
