ICC issues arrest warrant for Noureddine Adam

The International Criminal Court issued an arrest warrant on Thursday July 28 against Noureddine Adam, a rebel leader implicated in numerous abuses in recent years in the Central African Republic.

Noureddine Adam is being prosecuted for crimes against humanity and war crimes committed between April and November 2013 in the Central African Republic.

It was in January 2019 that a principal was placed under seal to optimize the chances of arrest of this Central African rebel leader, but without success.

“At the beginning of 2013, Nourredine Adam played an important role in the financing networks of the ex-Séléka. He traveled to Saudi Arabia, Qatar and the United Arab Emirates to raise funds for the former rebellion. He also acted as a facilitator with a Chadian diamond trafficking network operating between the Central African Republic and Chad,” the UN said in a statement issued on May 13, 2014.

After the coup that overthrew Bozizé and the capture of Bangui by the Séléka on March 24, 2013, Nourredine Adam was appointed by President Michel Djotodia, Minister of Security, then Director General of the Extraordinary Committee for the Defense of Acquired Démocratiques (Cedad), Central African intelligence service now defunct.

The Cedad, which served as his personal political police, carried out numerous arbitrary arrests, acts of torture and summary executions according to the NGO Human rights watch.

Furthermore, Noureddine was one of the main characters behind the bloody operation carried out in Boy Rabe.

“In August 2013, Seleka forces invaded Boy Rabe, a district of the Central African capital considered a stronghold for supporters of François Bozizé and his ethnic group. Under the pretext of searching for arms caches, Seleka soldiers allegedly killed many civilians and engaged in a wave of looting. When these attacks spread to other neighborhoods, thousands of residents invaded the international airport, perceived as a safe place due to the presence of French troops, and occupied the runway”, underlined the UN in a publication dated May 13, 2014.
