Intercontinental Exchange (ICE) CEO Jeffrey Sprecher stated on Tuesday that institutional prediction markets are “only a matter of time,” despite the exchange having no immediate plans to launch such products. Sprecher’s comments, made during a panel discussion at the Futures Industry Association’s annual conference in Boca Raton, Florida, highlight growing interest in the potential of these markets, even as practical challenges remain.
Whereas Sprecher identified a strong rationale for contracts focused on energy events, he cited limited access to retail investors as a key obstacle. Currently, retail investors dominate liquidity in prediction markets and ICE’s existing customer base is largely institutional. “We know traditional financiers are watching prediction markets, world events, elections, predictions of…,” Sprecher said, according to reporting from Risk.net.
The comments follow ICE’s investment in Polymarket, a decentralized prediction market, as reported in November 2025. According to Sportico, ICE is investing up to $2 billion in Polymarket with the intention of leveraging the data generated by the platform for sale to wealthy clients. This investment signals a broader strategic interest in the prediction market space, despite the current limitations on direct participation.
Sprecher’s remarks echo a sentiment expressed in December 2025, when he indicated that more than half of ICE’s institutional clients had expressed interest in prediction markets. This suggests a significant demand for these products among sophisticated investors, who are closely monitoring developments in the field. Sprecher has consistently demonstrated a willingness to explore emerging markets, drawing parallels to his early efforts to standardize and regulate energy swaps in the 2000s.
ICE’s approach appears to be one of cautious observation and strategic investment, rather than immediate market entry. The exchange is likely waiting for the regulatory landscape to become clearer and for retail participation to increase before launching its own prediction market products. The FIA’s MarketVoice podcast from November 2025 noted that Sprecher discussed ICE’s history as a power exchange and how those markets have evolved, alongside prediction markets and the company’s investment in Polymarket.
