Improving Care for Dependency: Measures to Reduce Waiting Lists and Enhance Support

Santa Cruz de Tenerife, Sep 22 (EFE).- The Department of Social Welfare, Equality, Youth, Children and Families of the Government of the Canary Islands has announced the implementation of seven measures to try to improve care for people in a situation of dependency and reduce waiting lists.

The counselor, Candelaria Delgado, has indicated in a statement that it is necessary to “improve basic aspects of the system” to reduce waiting lists and to modify the treatment received by people affected by delays.

Among these measures, the regulation for the approval of the decree that will regulate the procedure for the recognition of the situation of dependency and the right to the benefits contemplated by the System for Autonomy and Care of Dependency is in the public consultation phase.

“Once” the decree is in force, which is estimated to be within six months, “we will be able to begin to significantly reduce the waiting lists and get closer to the six-month period established by law for the recognition of the rights of dependent people”, according to the counselor.

The decree will allow administrative simplification and the reduction of processing times, by substantiating the procedure for recognizing the degree of dependency and approving the Individualized Care Plan (PIA) in a single phase, instead of two.

This unified procedure will conclude with a single resolution that recognizes the degree and effective right to the benefits that correspond to the person recognized as a dependent, upon approval of the PIA.

In addition, the General Directorate of Dependency has launched this week a specialized service through 012 provided by thirty workers specifically trained to respond to queries about the procedures for the dependency or about the status of a file.

Another measure is the establishment of two information points, one in each of the two Canary capitals, which incorporate entry registration for documentation, which does not require an appointment.

The Ministry will also try to expedite the files through a system of SMS messages to remind applicants of the date and time in which they will go to their home or place of residence to apply the scale for evaluating the degrees and levels of dependence or the specific rating scale.

This measure is due to the fact that forgetting the appointment by the applicant slows down the assessment of the benefit or linked service and therefore access to the services.

The Ministry of Social Welfare has also given instructions to undertake the grade reviews requested by people in a situation of dependency.

500 grade review procedures have been carried out in recent months for people whose situation had worsened significantly, without them receiving more aid or benefits to address the new reality.

The entry into force of the modification of the national decree that regulates benefits also establishes minimum amounts that citizens will have the right to receive regardless of their economic capacity, which requires reviewing the files to which a quota was attributed. zero.

Over the last month, work has been underway to adapt the computer application to this regulatory modification.

Another novelty is that the School of Health and Social Services of the Canary Islands (Essscan), an organization attached to the Ministry of Health of the Government of the Canary Islands, has launched a training program for non-professional caregivers in collaboration with the Ministry of Social Welfare. , Equality, Youth, Children and Families of the Government of the Canary Islands.

This is a free, blended training action that began on September 20, whose objective is the training of this group to provide quality care to dependent people, its activity being complementary to those of professional care entities. EFE
