On the occasion of TotalEnergies’ 100th anniversary, a close-up on local content in the hydrocarbon sector in Congo-Brazzaville, which has been exploiting oil since 1960 and which has just hosted the very first round table on the subject. The opportunity to take stock of the use of national talents by foreign operators.

In Congo, the hydrocarbons sector is a leader in terms of local content, because it is one of the main vectors of technology transfer from foreign companies. Total Congo is rather a good student when it comes to local content. The subsidiary of the French group employs 600 Congolese compared to 40 expatriates. And it implemented a new worker management policy. “ We switched from human resources management to talent management, explains Jean-Didier Ngami, head of the human resources department. Today, it is the employee who takes charge; it is the employee who manages his career and the company provides support. »

The downstream oil and gas sector generally does not pose a problem, according to experts, because the Congolese manage the transport and distribution of products themselves. But upstream, the dozen other companies operating in Congo are far from the objective set by the authorities, namely more than 50% local employees. “ Companies are increasingly starting to implement actions on local contentobserves Sarah Rihane Sockath, advisor on this issue at the Ministry of Hydrocarbons. But the results do not yet meet the objectives we have set. We therefore continue to encourage businesses to promote local content. »

Boost the training

These companies cannot replace the State in the organization of vocational education in the country either, underlines Sarah Rihane Sockath: “ The real question is to ask ourselves: do the training we offer to our students in Congo meet the needs of businesses? »

In the meantime, foreign companies themselves train their employees according to needs. Eni of L’Italie thus trained 40 Congolese employees in liquefaction technologies, for the start of exploitation and export of liquefied natural gas (LNG). The emergence of this gas sector could be an opportunity to boost local content, thanks to the adoption of new texts. “ We will have a new gas code which will define the legislative, fiscal and contractual framework. », Promises the Congolese Minister of Hydrocarbons, Bruno Jean-Richard Itoua.

More broadly, experts believe that local content should not concern the hydrocarbon sector alone, if we want to effectively fight against unemployment and poverty.
