In mid-March, the liberal-radical had to activate the emergency procedure, push the other big bank UBS to buy out its eternal rival on the brink, and make available 109 billion francs in guarantees. A jackpot that the National Council rejected this week, at the instigation of the Greens, the Socialists and the UDC. The decision should remain without legal effect, emergency legislation obliges. But it deprives the minister and the government of parliamentary consent.
