Jakarta aims to achieve net-zero emissions by 2050, anchoring its ambitious climate strategy in a sweeping pivot toward transit-oriented urban mobility. Facing extreme weather, rising sea levels, and staggering carbon output driven largely by private automobiles, the Indonesian capital is redesigning its urban footprint to curb environmental collapse.

The Urban Carbon Footprint and the 2050 Mandate

Cities sit firmly on the frontlines of the global climate crisis. During a United Nations dialogue titled Advancing a Carbon-Neutral, Resilient Recovery for Cities and Nations, UN Secretary-General António Guterres emphasized that urban areas house just over half the global population yet emit more than 70 percent of greenhouse gases, according to UCLG ASPAC. Guterres urged city leaders worldwide to commit to net-zero emissions by 2050.

In Indonesia, the environmental toll is stark. Leonard Simanjuntak, Greenpeace country director for Indonesia, noted during a report launch at the Goethe Institute Jakarta that climate and hydrometeorological disasters are scaling up rapidly, resulting in massive financial losses and victims, as reported by The Jakarta Post. In 2021, Indonesia generated approximately 619.28 million tonnes of carbon dioxide, with Jakarta contributing a major portion of those emissions.

Untangling Jakarta’s Transportation Crisis

The core of Jakarta’s emissions challenge lies squarely in its vehicular traffic. A study titled Jakarta’s Transportation Transformation: Reviewing the Transport Sector’s Zero Emission Target by 2050, jointly released by Greenpeace Indonesia and the Resilience Development Initiative (RDI), reveals that the capital generated 22.8 million tonnes of CO2 in 2020 alone. Fossil-fueled private vehicles accounted for more than two-thirds of that total.

The numbers underscore the scale of the hurdle. Jakarta currently accommodates over 20.2 million private vehicles, with approximately 16.1 million of them being motorcycles. Elisabeth Rianawati, director of RDI, explained during the study’s presentation that even under the most ambitious reduction scenarios, transportation emissions in Jakarta will still hover around 2 million tonnes of CO2 by 2050. Achieving even that reduced figure requires transitioning every vehicle in the city to electric power, slashing private vehicle counts to 4.4 million, and sourcing all municipal electricity entirely from renewables.

Shifting from Car-Oriented Roads to Transit-Oriented Development

Recognizing these sobering projections, municipal leaders are fundamentally altering how the city grows. Jakarta Governor Anies Baswedan highlighted during the UN dialogue that the city is actively transitioning away from car-oriented development and toward transit-oriented development, positioning itself as a leader in sustainable transportation, according to UCLG ASPAC.

This policy pivot is evident in administrative changes on the ground. Yayat Sudrajat, head of the road transportation division of Greater Jakarta’s Transportation Agency (Dishub Jakarta), noted that the city has abandoned its old playbook of simply building more roads to accommodate surging traffic. Instead, the agency prioritizes a transit-oriented strategy focused on human movement rather than vehicle counts, structuring its transport agenda around four distinct tiers: pedestrians and cyclists, public transportation, environmentally friendly vehicles, and fossil-fueled private transport.

Global Collaboration and Local Execution

Reaching the 2050 target requires robust structural backing that bridges international climate goals with local implementation. During his remarks to the United Nations, Baswedan proposed that international bodies encourage national governments to formally calculate city-level climate achievements as part of their Nationally Determined Contributions. He also pressed for stronger vertical and horizontal integration of climate policies ahead of global summits like COP26 in Glasgow, ensuring that central government commitments translate into tangible municipal financing and execution.
