Judge temporarily suspends the reform that cut funds to the Mexican Judiciary

MEXICO CITY (AP) — A federal judge on Tuesday provisionally suspended the reform approved last week by the Senate, with a pro-government majority, that cut funds to the Mexican Judiciary amid protests by court workers to the consider that the measure violates their labor rights.

A few days after the entry into force of the reform, which eliminates 13 of the 14 trusts of the Judicial Branch, the 12th district court in the state of Chihuahua, in the north of the country, temporarily prohibited the Council of the Federal Judiciary from transferring the resources — estimated at around 800 million dollars — to the Ministry of Finance and Public Credit and the Treasury of the Federation.

The precautionary measure was issued after the protection presented by Judge María del Carmen Cordero Martínez against the cut of funds. The reform was promoted by the president, Andrés Manuel López Obrador, who in recent months has intensified his criticism of the Judiciary, alleging that it is dominated by corruption and privileges.

Although López Obrador’s confrontation with the Judiciary is not new, tensions increased in recent months after the Supreme Court of Justice invalidated the energy and electoral reforms and the transfer of the National Guard to the Army that the president had promoted.

The temporary suspension of the reform will be in force at least until November 9, when the incidental hearing will be held that will decide whether the elimination of the trusts is permanently stopped.

Congressmen from the ruling Morena party and its allies in the Senate approved on October 24 the extinction of 13 trusts of the Judiciary in the midst of the week-long general strike carried out by employees of the federal courts to protest against the reform. After the entry into force of the measure, several hundred current and retired judicial workers filed an injunction this week to stop its application.

In the midst of the controversy, López Obrador proposed on Tuesday that the funds from the 13 trusts of the Judicial Branch be allocated to help those affected by Otis, a powerful category five hurricane that hit the southern state of Guerrero last week. The proposal was supported by the president of the Supreme Court of Justice, Norma Piña.
