“No matter how heavy the individual responsibilities for the violation of the General Traffic Regulation are, the policy that brought things to this point is not exonerated, the policy that has created thousands of “valleys of Tempes” not only in Greece, but all over the world” he added .
D. Koutsoubas said that “it is challenging the government majority’s obsession with projecting human error when in our time modern technological developments could ensure complete safety in railway transport, preventing or correcting human errors and eliminating the possibility of accidents” .
He said that “the collision of the two trains was not inevitable as the government staffs seek to convince one year after the crime. As it has already been demonstrated, it would have been avoided if the modern safety-telecontrol systems were in operation”, while he noted that “it could still have been avoided, despite the absence of these safety systems, if there were at least the necessary and properly trained personnel”.
However, he pointed out that “all governments, based on EU guidelines and again citing the “strengths of the economy”, have taken care to deforest human resources and infrastructure”.
“The political responsibility for the situation in the Greek railways for the huge gaps and deficiencies in the safety systems is fully borne by this state and all the governments of the last thirty years” he underlined.
He also recalled that “the workers and their unions in the OSE constantly warned of the possibility of a fatal incident”, while the KKE also submitted questions to the Parliament.
“Political responsibilities also entail specific criminal responsibilities especially for the relevant ministers and other government officials in the last 15 years at least,” he said, noting “all those who by their actions or omissions undermined the safety of the railways”.
“Specifically, there are clear criminal responsibilities of the competent Ministers of Infrastructure and Transport for the period 2009-2023” said D. Koutsoubas, he explained the specific criminal responsibilities and mentioned the ministers “K. Karamanlis, H. Spirtzi, M. Chrysochoidis, K. Hatzidakis, M. Voridis, G. Ragousis and D. Reppa”.
“Serious issues and criminal responsibilities are also raised by the alteration of the crime scene a few days after the incident. Competent political figures involved are, among others, Mr. Agorastos, Mr. Triandopoulos” he added.
“We specifically set the criminal responsibilities bearing in mind that some of them are time-barred due to the favorable criminal treatment reserved for members of the government, the Constitution and the unacceptable law on the responsibility of ministers. That is why the position of the KKE for the repeal of the relevant provisions is timeless, so that the ministers can be tried like all the citizens”, said D. Koutsoumbas.
He noted that the KKE will “exhaust all possibilities for the criminal responsibilities to be assigned” and characterized that it is a particularly critical issue for the KKE to reveal the truth and prevent such a crime from happening again.
“The KKE will continue to give all its strength so that the attempts to cover up the crime of Tempe will not be successful”, underlined D. Koutsoubas and emphasized: “We will not leave you in the lurch! The crime will not be statute-barred, nor will it be forgotten.”
As he noted, when the KKE Parliamentary Group submitted the proposal for the establishment of the Inquiry, “it had no illusions about its limits, as it knew what had happened in the past, despite the big words about abundant light, etc. It was also known what the correlation is, as well as the unacceptable fact that the absolute majority of the first party, which it secures with the seat bonus, is also transferred to the Investigative and Pre-Investigative Committees”.
D. Koutsoubas denounced the “total cover-up effort on the part of the government, through the non-summoning of witnesses, the behavior of the president of the Investigative Committee and the cheap confrontations with other parties to hide their own responsibilities, the violent closing of the proceedings before the case file comes before the fire and the explosion are examined.”
“The above”, he noted, “was seen by all the people who demand justice and the government is absolutely accountable to the relatives”.
At the same time, he underlined the “significant contribution of the Inquiry, regardless of the unacceptable conclusion of the ND, as it contributed to the crime not being forgotten, brought to light substantial evidence for the attribution of political and criminal responsibilities, informed the world about the real causes of the accident, fed the mobilizations of the people and the youth, but new elements also emerged. The Investigative Committee contributed and helped the judiciary to deal with other issues and witnesses.”
The head of the KE of the KKE also referred to those who “contested the initiative of the KKE, mainly PASOK, but also SYRIZA, while some parties did not even submit a conclusion. It made it clear that the crime would have been buried without the Inquiry and how the ruling parties have serious responsibilities for the incident, they want to cover up their responsibilities.”
