Local elections 2024. When is the second round? How to vote?

During local government elections, citizens decide on the composition of commune councils, county councils, provincial assemblies and district councils of the capital city of Warsaw. In addition, votes are also cast for commune heads, mayors and city presidents. Such elections are held every five years.

The date of the second round of local government elections, i.e. re-voting, is specified in the Electoral Code. Specifically, art. 473 § 2, which states that they are carried out on the fourteenth day after the first vote.

For this reason, the second round of the 2024 local elections will be held on April 21. Polling stations will be open again from 7:00 a.m. to 9:00 p.m.

The second round of local government elections takes place only in connection with the election of a commune head, mayor or city president. It occurs if none of the running candidates received more than half of the valid votes cast in the first ballot.

Then two candidates take part in the next vote in the local government elections. Those who obtained the largest number of valid votes cast during the first round are elected. If the number of votes collected entitles more than two candidates to participate in the second round, the election is decided with the help of circuits.

Pursuant to Art. 473 § 3, the final two are selected on the basis of the greater number of voting districts in which the candidate obtained a greater number of votes. If the number of precincts is equal, the municipal electoral commission draws lots. All candidates or electoral representatives of their electoral committees can participate in it.

The winner of the electoral overtime is the one who gets more votes. Then there is no need to exceed the 50% ceiling, as is the case when winning in the first round.

When voting in the second round of the 2024 local elections, voters will receive only one card. There will be two names on it. You only need to put an X next to one of them.

If the X appears next to both names, the vote cast will be invalid. The same will happen if the symbol is not placed next to any candidate.

In a situation where there is only one candidate’s name on the ballot, there should be boxes next to it with the words “YES” and “NO”. The voter marks one of them with an X, depending on whether he or she is for or against the candidate. Checking both boxes or neither of them makes your vote invalid.
