The summary

At the request of the Committee on Spatial Planning and Sustainable Development, the Comparative Legislation Division carried out a study on low emission zones (ZFE) in Germany, Belgium and Italy.

A low emission zone is a geographical area, usually within a built-up area, where access to certain polluting motor vehicles is prohibited or restricted in order to improve air quality.

This note presents the legal framework for EPZs at national or, failing that, regional level, as well as case studies on existing EPZs in the cities of Stuttgart, Brussels and Milan.
