Many low-income or emerging countries suffer from heavy debt which hampers their capacity to invest in education, health, social protection and infrastructure. For some of them, the debt burden is already unsustainable. How can we better counter the risks of over-indebtedness? This question will be at the heart of a discussion which will look at the national reforms essential to stimulate growth, improve public spending policies, capture more tax revenue and strengthen debt management. The discussion will also emphasize the need for increased support from the international community, which involves concessional financing and technical assistance, but also an improvement in restructuring processes that will help ease the burden of debt in a timely and predictable manner.
