Residents opposing the government’s policy of increasing the number of medical schools argued, “The right of medical students in Seoul to receive quality education will also be violated by the expansion of local medical schools.”

The Korean Medical Resident Association (Daejeon Association) made this claim at the hearing on the 28th at the Seoul Administrative Court’s 3rd Administrative Division (Presiding Judge Choi Soo-jin) on the suspension of execution decision regarding the decision to increase and distribute medical schools for the 2025 school year. On the 19th, Daejeon Association Chairman Park Dan filed a lawsuit against the Minister of Health and Welfare and the Minister of Education to cancel the increase in personnel and applied for a suspension of execution. This lawsuit is one of four lawsuits filed by the faculty councils of 33 medical schools across the country, test takers, and medical students to cancel the expansion of medical schools.

A Daejeon Hyeop representative said, “If local medical schools are overloaded due to the government’s allocation of medical school seats, they will not be able to immediately accommodate residents and trainees, so we will have no choice but to send them to universities in Seoul.” He added, “Because there is an absolute shortage of professors (at local medical schools), Seoul Medical School He argued, “Professors will have to travel to rural areas to provide education.” He continued, “Local medical schools and medical schools in Seoul are not separate, but have a relationship that causes a chain reaction as one organism,” adding, “With the increase in local medical schools, the rights of medical students in Seoul to receive quality education and training are directly violated.” did.

The government recently announced that out of the 2,000 medical school admission quota that will increase starting this year’s entrance exam, 1,639 (82%) will be allocated to universities outside the metropolitan area, and 361 (18%) will be allocated to Incheon and Gyeonggi. In the metropolitan area, the number of students at eight universities in Seoul, including Seoul National University and Yonsei University, is not increasing by a single person.

The government’s representative countered, saying, “Mr. Park is not eligible to sue because he is a resident at Yonsei University, which is not subject to the expansion of the medical school. Since the medical school is also the subject of the procedure for increasing the number of medical students, there are no interests of residents being infringed.” He also argued that even if the number of medical schools is expanded according to the current policy, the number of students per professor will only increase from 1.6 to 2.6. At the same time, he said, “There is no scientific basis for the claim that the quality of education will significantly deteriorate due to the increase in medical schools.”

The court previously conducted an inquiry into the suspension of medical school expansion submitted by representatives of the medical school faculty council, residents, and medical students. The fourth hearing on the application for suspension of execution filed by 18 people, including test takers, parents, and medical students in the Seoul area, is scheduled to be held on the 29th.
