A recurring subject, which has rebounded on the parliamentary benches as medical deserts worsen. The examination of the bill on the health system carried by the deputy (Horizons) of Seine-et-Marne Frédéric Valletoux, arrived on Wednesday evening at a key point: the debate around amendments aimed at conditioning the place of installation of the doctors to an authorization of the regional agencies of health. Amendments all rejected, one after the other, to the great relief of the government, which remains opposed to them.

There was, however, an unprecedented window of opportunity, to listen to the elected defenders of this regulation. Faced with the growing difficulties of the French in access to care, more and more parliamentarians no longer make it a taboo. Some 200 of them, from nine groups in the National Assembly, signed another bill – transcribed in the form of amendments – brought by the (socialist) deputy for Mayenne Guillaume Garot, in favor of a supervision of facilities in overcrowded areas of any new doctor. On the principle of a ” departure ” allowed for a ” arrival “. In the under-endowed territories, on the other hand, the authorization would have been given by right.

A model unanimously rejected by the unions of liberal doctors, who in recent days have threatened to strike. The window of opportunity closed: the controversial amendment was rejected shortly after 6 p.m., and after heated exchanges, by 168 votes against – in particular most of the presidential camp, the right and the National Rally (RN) – , and 127 for – including the left, the Liberties, Independents, Overseas and Territories group, a few deputies from the majority and the Les Républicains party.

A ” disappointment “inevitably, reacts Guillaume Garot, who raises two major votes, “Renaissance and the RN”against the measure. “We chiselled this text aimed at stopping the worsening of inequalities in an unprecedented transpartisan approach, he said. But I also want to see the positive: the idea of ​​regulation is gaining ground, it has established itself in public debate. »

Coercion deemed ineffective

The hour of discussion gave to hear elected officials from different sides decline pro-regulation arguments. Thus the deputy (MoDem) of Eure-et-Loir Philippe Vigié: “For thirty years, we have seen a deterioration in access to care. And yet. I heard ministers, rapporteurs, parliamentarians, on all benches, trying to open up avenues (…) which at present are insufficient. »
