“Montreal’s Dispute over Publisac Distribution: New Regulations and Concerns”

A year after being announced by Mayor Valérie Plante, the new regulations surrounding the distribution of Publisac are due to come into effect this week.

However, a dispute between the City and Canada Post could mean that Montreal citizens continue to receive the Publisac for some time.

Under the new regulations, you must now affix a green sticker indicating that you wish to receive the Publisac, otherwise it should not be delivered.

Previously, you had to affix a red sticker if you did not wish to receive the Publisac.

This change in regulations aims to reduce the waste of paper and plastic associated with the large-scale distribution of the booklet.

However, Canada Post, which comes under the federal government, refuses to comply with this municipal regulation. This situation is criticized by NDP MP Alexandre Boulerice, who asks Canada Post to show openness and respect for the will of Montrealers.

“This regulation exists because it was an election promise and because there are many people who are tired of receiving a lot of paper that automatically ends up in recycling,” said the federal elected official.

The latter adds that a change in regulations is not necessary for Canada Post to reach an agreement with the City of Montreal.

Worried Factors

Since Transcontinental will no longer distribute the Publisac, Canada Post will now have the mandate to deliver it to Montrealers.

Letter carriers say they are particularly concerned about this additional workload.

“The difference with the publisac is that it is recurrent. That’s 52 weeks a year and every week. It makes us worried. Our body is our work tool and we are worried about wearing it out prematurely,” explains Canada Post postman Guillaume Brodeur.

As was the case in Mirabel in 2019, Montreal could need several months before the new regulations are well established. Discussions with Canada Post may be necessary to expedite the process.
