The Ministry of Health has reviewed the executive regulations of the health system, indicating that it is submitted for public consultation.
She explained that the executive regulation of the health system aims to ensure the provision of comprehensive and integrated health care to all residents in a fair, accessible and organized manner, pointing out that the state works to provide health care, as well as the public health of the community in a way that ensures living in a healthy environment and the provision of health care services to citizens.
Availability of health services
The regulation stipulates that the Ministry is working to provide health services that are provided to groups more exposed to health risks than others, on an ongoing basis and in all cases, and the state works through the Ministry to provide an integrated network of health care services covering all regions of the Kingdom, including primary health care levels The ministry, in cooperation with the district councils, determines the need, locations and levels of providing this care according to the geographical and demographic situation and the patterns of diseases prevalent in the region.
She pointed out that each General Directorate of Health Affairs gives administrative and financial powers that enable it to perform the tasks entrusted to it in an effective manner, and the ministry takes into account within its budget the special needs of each region according to the health facilities in it and the number of its residents, and allocates to each hospital the funds it needs.
Specializations of the centers
The regulation included that the General Directorate of Health Affairs implement the plans and programs set by the ministry in the region. The health centers affiliated with the ministry, other government agencies, and the private sector provide preventive, ambulatory, curative and rehabilitative services and direct cases when needed to hospitals and centers of treatment specialization. The executive regulations specify the details of the competencies of these centers. And the rules regulating its work, its relationship with hospitals, referral procedures, and the issuance of the medical report.
private sector
The regulation allows the transfer of ownership of some of the Ministry’s hospitals to the private sector, and provides health care to non-Saudis in accordance with the Cooperative Health Insurance System and its executive regulations, and provides health care to pilgrims during the Hajj period.
According to the regulation, the ministry is the body responsible for implementing this system, while it does not fall within the competencies of another body.
Health Services Council
She revealed the establishment of the Health Services Council headed by the Minister of Health, to prepare the health care strategy in the Kingdom, set the appropriate organization for the operation of hospitals, and set and approve a policy of coordination and integration between all agencies concerned with providing health care services. The minister issues the executive regulations for this system within a year from the date of its publication.
