Non-oil revenue above 4 billion kwanzas – news

by Alexandra Hartman Editor-in-Chief

Non-oil tax collection stood at 4.3 billion kwanzas until December of the current year, as revealed by the administrator of the General Tax Administration (AGT), Tiago dos Santos

Thus, “2023 was another year to meet the collection objectives defined for AGT, in order to ensure that public accounts have sufficient revenue to cover all expenses”, he stated.

Numbers higher than the 58.5 billion kwanzas collected in 2022 show an evolution in the level of collection, but also an increase in non-oil activity, as economist Nelson Manico explained to OPAÍS.

Nelson Manico said that, if true, it is a good sign that revenue from the non-oil sector has reached 4 billion kwanzas. The list of taxpayers covered by the general VAT regime is made up of 1,364 entities, whose process of testing automatic refunds and introducing changes to the VAT Code, recently approved by the National Assembly, is ongoing, according to the AGT.

Asked regarding the matter, economist Nelson Manico said that it is a normal procedure, which is only relevant because it is delayed. The new Customs Tariff is being prepared, which should come into force in 2024, following being considered by the Council of Ministers, as well as the reform of taxes that are still schedular, such as the Industrial Tax and the IRT, which might become global taxes.

In fact, as revealed in an interview with OPAÍS, a digital transformation is underway in customs procedures, allowing the entire process, including litigation, to be resolved in the system, without the need for the taxpayer to be present.

During the interview with OPAÍS, it became clear that almost half of the tariff codes are exempt from taxes, since, conversely, there is an aggravation for re-export procedures.
