North Korea Slams Seoul-EU Rebuke Over Russia Ties

North Korea’s Foreign Ministry rejected a joint statement from Seoul and the European Union that condemned deepening military cooperation between Pyongyang and Moscow. The ministry issued a statement through the state-run Korean Central News Agency (KCNA) on Monday, characterizing the joint declaration as a “political provocation” and a violation of North Korea’s sovereign rights.

The diplomatic friction follows a summit held in Seoul last week between South Korean President Yoon Suk Yeol and European Commission President Ursula von der Leyen, along with European Council President Charles Michel. In their joint statement, the leaders expressed “deep concern” regarding the transfer of weapons and military technology between North Korea and Russia, which they noted violates multiple United Nations Security Council resolutions.

North Korea’s Foreign Ministry dismissed these allegations as “groundless” and “fabrications” designed to justify the European Union’s expanded presence in the Indo-Pacific region. According to the KCNA report, Pyongyang asserted that its military exchanges with Moscow are a matter of bilateral cooperation between two independent states and do not concern third parties.

Claims of Regional Destabilization

The joint statement from the EU and South Korea specifically warned that North Korean arms shipments to Russia are fueling the conflict in Ukraine and undermining global non-proliferation efforts. The document called for an immediate cessation of these activities, urging both Pyongyang and Moscow to adhere to international law.

Pyongyang countered this by accusing the European Union of acting as a tool for the United States. The Foreign Ministry statement argued that the EU’s involvement in the Korean Peninsula is intended to contain North Korea and Russia, rather than promote regional security. North Korean officials maintained that the security environment in the region has been degraded by the increased frequency of joint military exercises between the United States and South Korea, rather than by North Korea’s own defense policies.

Institutional Stakes and Diplomatic Positioning

This exchange marks a hardening of positions as both the European Union and South Korea seek to formalize their security partnership. The EU has increasingly framed North Korea’s role in the Ukraine war as a direct threat to European security, leading to closer coordination with Seoul on intelligence sharing and sanctions enforcement.

South Korea’s Ministry of Unification has not issued a secondary response to the North’s latest rejection. Meanwhile, the European Union has maintained its position that the partnership between Russia and North Korea represents a significant shift in the global security landscape, necessitating a unified response from international allies. No further high-level diplomatic meetings between the three parties are currently scheduled to address these specific grievances.
