Parliament’s Latest Ruling on Daylight Saving Time

A draft law regarding the daylight saving time system has been referred to a joint committee by Counselor Hanafi Jabali, Speaker of the House of Representatives. The government had submitted the draft law, and in early March, the Council of Ministers approved it. The purpose of the draft law is to rationalize energy exploitation due to the economic conditions and global changes happening worldwide. Counselor Jabali referred several agreements and draft laws to the appropriate committees for discussion, preparation of a report, and presentation to the plenary session. Among them are agreements approved by the President of the Arab Republic of Egypt on granting assistance and a decision to amend the aid grant agreement between Egypt and the United States. Additionally, the government submitted three draft laws, including a draft law to expedite the due date for periodic bonuses, grant a special allowance, and increase incentives for state workers. Another draft law amends some provisions of Law No. 139 of 2021 establishing the Medical Emergency Response Fund. Finally, another draft law regarding the determination of the daylight saving time system was referred to a joint committee. A separate draft law regulating the work of non-governmental addiction treatment clinics was also referred to a joint committee.

Counselor Hanafi Jabali, Speaker of the House of Representatives, referred a draft law submitted by the government regarding the determination of the daylight saving time system to a joint committee from the Local Administration Committee and the Office of the Constitutional and Legislative Affairs Committee.

In early March, the Council of Ministers approved a draft law regarding the return of the daylight saving time system.

The text of the draft law came as follows: “From the last Friday of April until the end of the last Thursday of October of each Gregorian year, the legal hour in the Arab Republic of Egypt is the hour according to the time followed, advanced by sixty minutes.”

This comes in light of the economic conditions and changes the world is witnessing, and the government’s endeavor to rationalize energy exploitation, according to the cabinet statement.

Jabali also referred a number of agreements and draft laws to the specialized specific committees for discussion, preparation of a report on them and presentation to the plenary session.

The referral included the referral of a decision by the President of the Arab Republic of Egypt regarding the approval of the following two international agreements:
1. Decree of the President of the Arab Republic of Egypt No. 76 of 2023 regarding the approval of the sixth amendment to the Agreement on Granting Assistance between the Government of the Arab Republic of Egypt and the Government of the United States of America regarding the stimulation of trade and investment in Egypt (Type), signed in Cairo on 9/27/2022.
2. Decree of the President of the Arab Republic of Egypt No. 101 of 2023 regarding the approval of the third amendment to the aid grant agreement between the government of the Arab Republic of Egypt and the United States of America regarding comprehensive economic governance, which included adding an amount of 19 million US dollars to the amount of the agreement (referred to the Constitutional and Legislative Affairs Committee)
The draft laws submitted by the government were as follows:
1) A draft law submitted by the government to expedite the due date for periodic bonuses, grant a special allowance to those not addressed by the Civil Service Law, increase the additional incentive for state workers, decide on a special grant for workers in public sector companies and the public business sector, increase civil and military pensions, and amend some provisions of Law No. 415 For the year 1954 regarding the practice of the medical profession, and amending some provisions of the law regulating the affairs of members of the medical professions working in the agencies affiliated with the Ministry of Health and Population who are not addressed by special laws or regulations promulgated by Law No. 14 of 2014, and amending some provisions of Law No. 212 of 2020 amending some provisions of the Education Law Promulgated by Law No. 139 of 1981 and Law No. 103 of 1961 regarding the reorganization of Al-Azhar and the bodies it includes.
(Referred to a joint committee from the Manpower Committee, the offices of the Plan and Budget Committees, Defense and National Security, Religious Affairs and Endowments, Education and Scientific Research, and Health Affairs)
2) A draft law submitted by the government amending some provisions of Law No. 139 of 2021 establishing the Medical Emergency Response Fund.
(I refer to a joint committee from the Health Affairs Committee, and my office the Planning and Budgeting Committees, and the Constitutional and Legislative Affairs committees).
3) A draft law submitted by the government regarding the determination of the daylight saving time system.
(Referred to a joint committee of the Local Administration Committee and the Office of the Constitutional and Legislative Affairs Committee).

c. A draft law submitted by Mr. Representative Ahmed Fathi and (60) deputies (more than a tenth of the number of members of the Council) regulating the work of non-governmental addiction treatment clinics.
