Patricia Juárez presented reconsideration for a vote for the return to bicamerality in Congress

The president of the Constitution Commission of the Congress, Patricia Juarezformally presented a request for reconsideration of the vote that rejected the return to bicamerality in that state power. However, this will only be seen in the next legislature that begins in August.

With 71 votes in favor, 45 against and 6 abstentions, Congress approved the last substitute text presented by the president of the Constitution Commission, but did not reach the necessary number of votes. In this way, the initiative will go to a referendum. However, he explained that for this reason he intends to reconsider because said option will generate a lot of money for the State.

“The decision made by the Congressin such a way that in the next legislature we will be taking up the issue again, in principle voting for reconsideration and if it proceeds we will take up the proposal for constitutional amendment again and take it back to the plenary session to debate it, that is, start from scratch ” explained Patricia Juarez in the program Everything is known from RPP News.

The parliamentarian stressed that a referendum costs too much money for the state coffers and also pointed out that more information should be given to the population about the bicameral system.

“A referendum means a heavy expense for the State. That is why we have chosen to ask for reconsideration because we believe that a greater explanation should be made, Peruvians do not know what bicamerality means and there are also many people who are against re-election, we we can do a pedagogy task,” he said.

Project to return to bicamerality goes to a referendum

The plenary session of Congress approved this afternoon with 71 votes in favor, 45 against and 6 abstentions the constitutional reform that restores the bicameral system in Parliament.

The project required the approval of two thirds of the legal number of congressmen (87 votes); however, it only obtained 71 votes in favor, so it must be ratified by referendum, as announced by the president of Congress, María del Carmen Alva.

The approval of this law would represent the modification of 53 articles of the Political Constitution, so that there is a Chamber of Deputies, with 130 representatives, and a Chamber of Senators with 60 members.

According to the law, the members of both houses of Congress will be elected for a period of five years through an electoral process in accordance with the law. In addition, the Chamber of Deputies could increase in number, through organic law, in relation to the country’s population increase.
